Dear Captain Horn:
At last we can reply concerning the remaining Sections 23 listed
in your subject letter, and we veryeruch appreciate your patience while
we set the interdepartmental machinery in motion for the review of these
studies.
We now have contributor concurrence for the declassification of
those sections noted on the attached list. You may use this letter as
your authority to mark your copies acordingly.
Mere is one weather and climate section on your list, however,
that we feel must remain classified At the CONFIDENTIAL level. It is:
N1S 3 (France) Sec 23 dated October 1952
Will you please mark this one to indicate that we are extending classi-
fication under paragraph 1-301(b) of Executive Order 12065 (protection
of foreign government information). :flie next review will be in 1990.
We believe we have now covered all the sections listed in your
letter, and, again, we thank you for .ycur patience. If we can be of
further service to you, please let us know.

SUBJECT: Your Request of 24 Aupist 1979 for Declassification
of a Number of NIS Sections 23, Weather and Climate
Dear Captain Horn:
In partial reply to your subject request, we are attaching two
lists of Sections 23 that we have determined may be declassified.
These lists coincide with your own--those produced before 1959 and
those produced after. We will continue with the review of the others
and will inform you accordingly, hopefully by the end of this month.
Please accept our apologies for the long delay in getting even
this initial response to you. By way of explanation, the NIS sections,
being an interdepartmental product, pose a special problem for classi-
fication review. The Central Intelligence Agency was the editorial
and publication agency for the NIS program and, therefore, is the cus-
todian of the record copies. Nevertheless, most of the various sections
were produced by other agencies, who must be consulted on any change in
classification. For some time we have been trying to set up some kind
of interdepartmental mechanism for the systematic review of such joint
products. We hope for some accomplishment in this matter soon.
Our task has been made somewhat easier in the case of your request,
because it came from the producing agency itself along with your state-
ment that you considered those listed to be declassifiable. The response
to those sections not listed in the attached is delayed because we must
check the sensitivity of some portions, mostly concerned with sourcing.
We will reply on these as quickly as possible.

documents marked as "Exempt from the GDS" or not marked with any declassi-
fication instructions be remarked with a date for review or declassification
at 20 years from thc date of JriTiri of t'ae docum&at. AtLachmc.nt IIL;
listing of 33 documents we maintain which are more than 20 years old. There-
fore, these documents should be reviewed for possible declassification and
appropriate marking/declassification instructions forwarded to all holders
of these documents. We request that you review these documents, and provide
us with rationale for their classification and guidance on remarking these
documents should you determine that they should still be protected.
2. In addition, we hold 46 sicilar documents (Atch 2) which are less than
20 years old. In our opinion, these documents, as well as those listed in
Atch 1, if disclosed could not reasonably be expected to cause "identifiable
damage" to our national security. Please review these documents and provide
us rationale for their classification and, if appropriate, instructions for
remarking/declassifying.
