SUBJECT: Office of Security Significant Activities
Week of 16 March 1978 (U)
REFERENCE: DDA Administrative Instruction No. 74-5
1. (U) This memorandum is for information only.
2. (U) The activities of the Office of Security during
the week.of 16 - 22 March 1978 were highlighted by the
following items:
a. (U/POUO) On 22 March, a representative of
this Office not with the Department of State to
analyze information collected on the kidnapping
of Italian political party leader Aldo Moro.
The analysis will be utilized to develop reporting
requirements dealing with the method-of-operation
employed by terrorists. The Critical Collection
Problem Committee will formalize these require-
ments and levy them on the Intelligence Community.
b. (U/FOLIO) The Office of Security, in
coordination with the Office of Legislative
Counsel and the Defense Intelligence Agency,
has been working to remove from access to
Special Compartmented Information (SCI) all
personal staff aides to Congressmen and Senators.
Properly cleared staff members of the recognized
intelligence oversight committees will continue
to be authorized SCI access upon OLC confirmation
of their "need-to-know."

Of the 19 files reviewed, 11 indicated public
exposure in one form or another as CIA employees.
o. (C) At the request of the DDO, security
files on 19 current Chiefs of Station in the
Middle East were reviewed for evidence of prior
exposure as CIA employees. This was in response
to concern about reported contacts of Philip Agee
with the Popular Front for the Liberation of
Palestine (PRLP) and the possibility that he may
have furnished names of CIA personnel to the PPLP.
