Godfrey noted a sensitive report on a possible Soviet space failure
some months ago. He noted that Tri Quang is under detention in Saigon.
Bannerman reported on improvements in Personnel recruitment
procedures. DCI requested that his compliments be passed down the line
on this.
eported that the Inspector General of the Defense Depart-
ment had called him for advice and he will make a trip to the Pentagon to
accomplish this. He noted that the DIA Inspector General was planning a
trip to various European Capitals.
Houston noted a favorable development on the Senate side concerning
the legislation for Federal Employees Compensation as it relates to Agency 25X1
personnel.

The DDCI initiated a discussion of the need for a SNIE on the situation
in the Dominican Republic since it is now definite that the Vice President
will go down for the inauguration. It was agreed that such a paper should
be prepared and hopefully it will go to USIB Thursday.
