B. OTHER ACTIVITIES
1. has passed along a pertinent remark of C/WE to me. In
a conversation which touched upon language training ,remarked'
that he had been approached by a number of people from WH Division
who wanted rotation tours in Spain, but that almost none of them spoke
Spanish. This is a reflection of the lack of interest in Spanish
training by WH Division.
2. The Saturday morning Institute was held for thirty instructors
in the Voluntary Language Training Program on 12 September. This is the
regular training and briefing session which is held for the VLTP faculty
at the beginning of each semester. During this session instruction and
demonstrations are given on teaching techniques and drill methods with
particular a hasis devoted to the spoken language. The exercise was
organized by main attractions were

Four of the VLTP French instructors participated In e emon-
strations as a model class, for which purpose they had memorized one of the
French lessons. The exercise was conducted quite informally and was
studded by frequent questions and comments by the instructors. A lively
discussion followed the demonstrations. Instructor response to the
Institute was excellent and from many comments made by the instructors
this appears to have been the best Saturday morning Institute to date.
3. The French full-time Intermediate course scheduled to begin
12 October has been cancelled. The requirements of the two persons
(both from the Africa Division) who had expressed an interest in the
course were more appropriately filled in other programs.
4. The part-time Basic French (Phase III) was added to our
offering in French this fall. The course began Monday, 21 September
with five students.
5. We have agreed to offer a Special Reading course in Russian
for SR personnel. The class is to be held i "J" Building and will last
from 28 September to 20 May 1960.

1. visited Mr. George Faust, new "Consultant for
Centers", Language Development Section, in HEW. Our interest stemmed
from the last Area Roundtable Meeting, which suggested an effort to
explore HEW's plans for the encouragement of Area Training under the
National Defense Education Act. At present, all institutions approved
for financial grants toward the development of Language Centers must
include some facilities for area studies.
2. The AA0 for the Middle East, scheduled to begin September 28,
will concentrate on Iran because the only registrants, 5 from Commo, are
heading for that country. Because of the small number of registrants,
the course also will be shortened. The la k of response from NE, despite
efforts by T/0 can be remedied, believes, by propagandiz-
ing the course with the ranch chiefs rather far in advance of the course's
actual running. Toward this end, will confer with
=DC/NE, this coming Monday.
3. We seem to be right back where we were six months ago in dealing
with WE Division on the AAO. I reported that they have withdrawn their
only two candidates at the 11th hour a week ago, and hence no briefs on
Western Europe was given. Now a chance encounter with C/WE has
revealed that he "would have had six candidates, who are going out this
fall, for the first time, three of whom really needed this type of brief-
ing." Furthermore, I find that my previous contacts in WE for lining up
candidates were not the right ones, even though they had been laid on by
DC iE; and included the Chief of Support and the T/O
directed me to who, , handles most
types or training, and who has now warmly encouraged me to take my problems
to him.
4. DAD/NE (Chester Cooper) has reacted favorably to my proposition for
to serve as consultant and co-director of our prospective Senior
Area Seminar - Europe. This course will be postponed from November to
January, however, to avoid ONE's peak production season in the late fall.

will give us an average of one hour a week through the balance of 1959,
and about half a day a thereafter until completion of the course. In
the coming weeks, with help, I plan to complete organiza-
tion of topics and reading lists., reach agreement on desirable guest
specialists, and begin direct contacts with interested divisions for the
nomination of suitable candidates, up to a maximum of 12. I intend to
establish an official schedule of a full day once a week for six weeks, with
half of each class day reserved for consultation and study.
5. gave an illustrated briefing in Quarters Eye on his recent
area familiarization trip throughout Africa and the Middle East, which was
attended by about a dozen lAS personnel.
