McManis National Intelligence Officer for Warning SUBJECT White House Situation Room and Crisis Management Facility (WHSR/CMF) Working Group Minutes 1. The working group met at 1300 hours, 8 July, in the Old Executive Office Building. Attendees are listed at the Attachment. After introductory remarks by the Chairman, David Y. McManis, Dr. Beal demonstrated the operational capability of equipment in the CMF and emphasized the "requestor-resnonsen function of the facility. Each Agency/Organization principal (or representative) will have the means to direct activity or elicit responses to support the decision-making discussions. The following discussions highlighted the task of intelligence and operations organization to make necessary preparations to be able to respond to their principals in a manner that compliments the data handling capability of the CMF. 2. Ms. Carol Paquette, DCA/Communications and Control Engineering Center representative, reviewed the direction to DCA to meet Project MEDUSA requirements. The architecture study will focus on: -- Center-to-center links and networks --In-center displays, aids and ADP capabilities -- System technical capabilities and -- Integration of systems using existing equipments. System capabilities will include secure voice, text, graphics and video conferencing. An important element of the interface will be ADP pre-formatted messages. The system will be two-tiered in that the first tier will connect the key intelligence and operations centers to the White House. Beginning the week of 11 July, a DCA/IBM team will visit key centers to identify connections and deficiencies in order to engineer a connectivity scheme to be fully operational by October 84. 4. DCA requested each agency represented to provide representatives/OPR's to the MEDUSA Project Office, provide access to each center site, assist in definition of system capabilities and participate in the requirements definition. It was very clear that the center chiefs must be full participants in their agencies' support for the Project. 5. NIO/Warning closed the meeting by urging each agency to begin to develop a resume' of data that they are willing to have available on short notice to support their principals and activities of crisis management groups. Finally, he asked and Ms. Paquette agreed to provide an update on the DCA/IBM Conference to be held at the NMCC an NMIC. Attachment: As stated (h/w) Davis V.
