MEMORANDUM FOR: CMCDS User Services Working Group (USWG

SUBJECT: Working Group Status and Actions Remaining
This memo summarizes where we have been (as well as where we are going)
regarding the User Services Working Group's (USWG) role in developing a
systems definition for a Community Multilateral Counterterrorist Data System
(CMCDS). Hopefully the attachments should provide all the background
Information necessary to prepare for our next USWG meeting on 7 December.
Background:
At Tab A is the Terms of Reference (TOR) paper produced by the ICS/IHC
office in coordination with CIA, DIA, and NSA. The paper kicked-off our
efforts to define a system capable of supporting 'national level'
counterterrorism intelligence activities. The formation of the USWG and its
basic taskings are outlined at pages 3 and 4 of the TOR.
The USWG first met on 20 October '88. At that meeting a basic 'charter'
concerning USWG purpose and plan of action was discussed and generally
accepted (Tab 8).
At Tab C is a draft of the functional capabilities description for the
CMCDS. The draft represents the USWG efforts to define CMCDS required
capabilities and reflects only the inputs of State/INR, State/DS, DOE, CIA,
and the NIO/CT. While this 'first cut' appears to be comprehensive, there was
concensus that the associated descriptive paragraphs (definitions of the
functional requirements) were inadequate for developing an architectural
approach for CMCDS. The functional capabilities requirement definitions at
Tab C have been rewritten and remain an open item for the USWG.
At Tab D is a status report from the Architectural and Communications
Working Group (A&CWG). The report requests specific information reguarding
functional capabilities definitions, and therefore should be used in our
review of Tab C.
At Tab E is the first draft of the CMCDS Concept of Operations produced by
the CONOPS Working Group. The tentative revisions shown reflect incorporation
of the USWG recommendations (Tab F) to accept an overarching criterion for
defining CMCDS functional capabilities, and reciprocally, for determining
agency/organizational access to the future CMCDS. The USWG's responsibilities
in defining and prioritizing CMCDS functional capabilities, and to begin
Identifying 'what information should be resident in CMCDS', i.e. data bases,
etc., is critical to the actions of all other working groups.

It is essential that USWG participants complete their review and criticism
of the functional capabilities 'baseline' (Tab C), prioritizing the existing
titles as 'Essential', 'Required', 'Desired' or 'Not Required/NA'. Associated
definitions for each capability must also be reviewed, edited and/or
validated. In order to meet the overall schedule, this review and validation
must be completed by 6 1:7ember 1988. Please provide your inputs to Lt Col
ICS/IHC Washington, DC 20505, NLT that
date.
At Tab G is a 'strawman' outline of the information/data base requirements
for CMCDS. Our goal is to develope a paper that identifies appropriate data
base requirements, defines their content, identifies source (if the data
already exists) and agency/organization responsibilities for maintenance.
Using the strawman at Tab G as a departure point, please provide your
comments, additions and suggestions NLT 7 December '88.
The next USWG meeting is scheduled for 0930, Wednesday, 7 December, in the
Forsman Room of the DIAC, Bolling AFB. Please insure your clearances are
STAT passed to DIA/OS-4A and identify DB-5, as the POC.
