Casey Director of Central Intelligence Washington, D.C. 20305 Dear Mr. Casey: your use this week: 110-vi/atsr.orif 8 FEB 1983 The following items of intelligence are provided for 1. The Soviets reportedly have sent six Mi-24/HIND helicopters and a senior counterinsurgency specialist to Angola. The Mi-24s, which arrived last November, are to be flown by Cubans until a group of Angolan pilots completes training in the USSR. The antiguerrilla warfare expert who arrived early this year is said to be a Soviet general who had achieved a certain measure of success against rebels in Afghanistan. Thus far, as of 7 Feb, we are unable to confirm the arrival of either the Ma-24s CT the Soviet general. However, both developments are plausible, assuming Moscow is concerned over the widening guerrilla war in Angola and is intent on demonstrating its support to Luanda's counterinsurgency efforts. If Angola has received Mi-24s, this would mark the first appearance of these gunships in southern Africa. 2. Soviet-made command, control, and communications (C3) equipment has been noted at Luanda Port Facilities in Angola. Five radio-relay vans and at least nine radio sets with associated generator trailers were identified on 1 February on the quay at Luanda. The arrival of the C3 equipment appears to represent a continuation of recent Soviet efforts to upgrade its military assistance to Angola. This equipment could be used for communications support for counterinsurgency operations, CT for protection of radar sites in the south, a frequent target of South African airstrikes. The FTX will serve to satisfy winter combined-arms training requirements while the southwest front exercises its battle plans. As in recently concluded FTX DANUBE-83, DRUZBA-83 reflects a continuing trend toward closer cooperation between Czechoslovak and Hungarian Armed Forces. A Peoples University contract, signed recently with a US firm for two large-scale (digital) system computers, is particularly significant considering the headquarters of the 2d Artillery Corps ((Mina's strategic ballistic-missile force) occupies the southern half of the university campus. Although the Chinese state the computer will largely be used for educational purposes, its collocation with the 2d artillery headquarters suggests it will be used to enhance their missile programs as well. Technology acquired with the systems could well shorten China's lead time in improving the design and simulation of missile systems, large-scale simulation, high-energy research, encryp- tion and decryption and development of nuclear codes. Of note, all of these applications fall into the special categories identified by US policymakers as constituting a significant risk to the US's national security. //JAMES A.
