Washington, D. C. 20006 I am delighted to nominate Mr. Carl E. Duckett for the National Civil Service League's Career Service Award. He is my Deputy Director for Science and Technology. His contributions to the United States Government over the past thirty years and to this Agency in particular since 1963 have been exceptional. In an eso- teric field which generally belongs to the Ph.D. 's, this high school graduate from the mountains of North Carolina has established a reputation as an expert among experts. He presides over a con- glomerate of disciplines - nuclear energy, electronics, missilery, computer science, camera technology, space and astronautics, and general research and development. He has brilliantly fused these elements into the Agency's scientific intelligence program. Mr. Duckett has a unique facility to communicate on these matters equally well with experts and laymen. All who know him, who have been briefed by him, and who have served with him will be highly pleased should he receive the League's award.
