1. Sub4ect bill has been carefullyrevieved. Comparison has been
made with the previous proposal on this subject dram up by the Civil Ser-.

2. Different agencies home different prOblems. Ours is that or
organising end training a group or very modest size, composed or individuals
- having specialised skills who are qualified, cleared and effective,
ready to augiont our permanent staff leen organic sense comparable to the

a. To give pre-enargancy training away frma place of residence for
persons selected in accordance with regular employmeot standards.
Since the basic qmalification is already possessed by, the individual,
this is refresher training only and a two weeks per year limitation
mould not be unreasonable.
b. To my such persons lobes called in for pre-eaergeney training
at a rate comparable to that paid regular employees doing oomparable
work.

3. The propased bill as drafted by the Civil 61117101 Cremiseion and
cemented en favorably by this Ageacy in our memramim of 28 July 1958,
provides for all the above paints except the last. On the other handa the
draft shich is the subject of this moo pats a serial's crimp in our grogren.
Section 2 prohibit* reservists from being or becealug employees or officials
of the Piederal Government by leases of civilian reserve statue. Section 3b
places a twenty percent linita.tioa on number on duty in a pa7 status at one
tine and leads to administrative and training problems with a mall group.
