If enacted, this bill would authorize the Civil Service Com- mission (CSC) to certify names of such Agency officials and employees as it deemed appropriate to the General Accounting Office in order that salary could be withheld from them by reason of failure on their part to comply with CSC recommendations relating to a veter- an's appeal. It further provides that any Federal officer or employee who willfully defeats, deceives, or obstructs any person with respect to any preference or other right granted to him by the Veterans' Preference Act of 1944 shall be fined not more than $10,000 or imprisoned for not more than ten years, or both. 2. No criteria are provided for the establishment of indi- vidunl liability for violations of CSC recommendations and since per- sonnel actions in this field would be effected pursuant to the recommendations of various responsible officials and concurred in by several echelons of authority, it is difficult to see how CSC could determine individual responsibility. We believe the proposal as drafted would present both security and administrative problems.
