Declassified in Part - Sanitized Copy Approved for Release 2013/01/28: CIA-RDP94-00798R000200180004-2 OPERATIONS GROUP FILE LOGNOTE OPERATIONS GROUP 22 October 1986 FIELD BUREAU AUTOMATION -- Plans for FBIS field STAT bureau modernization were reviewed at LEC in Plainfield, New Jersey, during the AFS Program Review on 21 October 1986. It was reported that -- at FBIS direction -- planning for FBIS field bureau modernization was currently being held in abeyance. FBIS has instead directed LEC to develop a "Quick Reaction Communication Plan" (QRC Plan) for field bureaus. Attached is LEC's current "time line" plan for the QRC Plan. During a Bureau Operability Group (BOG) meeting on 10 October, DC/ADD discussed the QRC Plan. I did STAT not attend but FPO/DRD, attended and I routed blAl her lognote on the meeting through C/Ops office. LEC and ADD met on 14 October and reviewed the commo requirements for Key West bureau's QRC Plan. Key West is expected to be completed (all equipment in place, system up and running) by this Thanksgiving! Another meeting is scheduled for the last week in October. I don't believe any Ops Group representative attended (or is invited) to the discussions on bureau commo requirements. Continuing the discussion of field bureau modernization, and related to the QRC Plan at Key West, I mentioned my belief that a requirement existed for LEC to ensure that their designs include the capability of supporting the CRW designed BACH header generation software. LEC said they would look at the BACH program as much as their tight schedule permitted but that the integratio_n_ol_BAEH_m_as not a requirement on their design. DC/ADD informed me that LEC's field bureau STAT design was required to follow "system specification" documents already formalized which DID NOT include the BACH software requirement. DC/ADD said CRW's BACH documentation was faulty, and BACH's configuration control was highly suspect. CRW has modified (individualized) BACH's software for use in specific bureaus (Vienna's BACH is different from Hong Kong's which is different from Okinawa's which is ...). According to DC/ADD, requiring LEC to integrate BACH into LEC's design would be like asking them to "hit a moving target." I would recommend that C/Ops request ESG brief Ops personnel on current plans. I was really surprised that LEC (and ADD) had never planned on using the BACH program in the final version of field bureau modernization.
