Efforts to achieve further economies in bureau operations resulted in a rearrangement in the production process of the bureau's WEEKLY REPORT ON THE EAST GERMAN PRESS. The assembling and stapling of this report by employees of the Consulate General under the shared administrative support agreement with the State Department cost the bureau $720.00 in FY 1964 and would have cost $817.00 in FY 1965. As an initial economy measure in July of this year, arrangements were made to have this work done by two university students at reduced cost. During early September it was decided to have the work done exclusively by bureau employees, thus reducing bureau expenses by $817.00 per annum. A. Monitorial 1. It was found that in the four months immediately preceeding transfer of Berliner Rundfunk coverage to Frankfltrt, December 1963 through March 1964, only one Berliner Rundfunk item of 360 words was published in the Daily Report. In the foui- month period April through July 1964, when responsibility. for Berliner Rundfunk lay with German Bureau, the Daily Report published 135 Berliner Rundfunk items totaling ? 26,110 words. 2. Coverage responsibility of G1II2 I for the period 1800-2100 GNFP was returned to BBC at its request, German Bureau in return assuming responsibility for the Moscow German 1800- 1900 GMT program, in the first autumn coverage transfer between BBC and the bureau.? ? 3. Bureau production reached its highest one-day total since July 1963 with a wirefile of 34,150 words on 24 September, attributable largely to the People's Chamber meeting which named Willi Stoph the new chairman of the GDR Council of Ministers, and the press conference held in connection with the signing of the Berlin pass agreement. Observation of the performance of the new flzll-duplex circuit between German Bureau and London Bureau showed that its behavior is. still erratic and inconsistent. At month's end, the new circuit did not as yet appear stable enough to warrant cancellation of the old half- duplex circuit. The bureau chief and senior editor visited communications representatives to discuss the 50X1 possibility of having them assume any future emergency servicing of the bureau's newly acquired, complicated ? R-390~URR receivers. The Audit Report, a copy of which will be forwarded to FBIS Headquarters by the Audit Staff, stated in summary that procedures and controls in effect were adequate to protect Organization assets and that "no discrepancies were noted which warrant comment."
