A number of provincial papers which did not appear in the March report
were available in CIA for June and have been included in this report. They
are: Kommuna (Voronezh), Stalin adska a Pravda (Stalingrad), Sovetskaya
Kuban' Krasnodar), Molot Rostov , and Sotsialisticheskaym Osetiya North
Osetian ASSR). No newspapers from Siberia were available for this period.

March 1951. Technical and engineering personnel an.. skilled industrial and
construction workers are still most in demand. The most noticeable difference
between this and the last report is the great increase in newspaper advertise-
ments as a whole, which might be due partly to the onset of summer months with
their stepped-up activity in certain fields such as construction and navigation.
Furthermore, requests for certain occupational groups not included in the previ-
ous reports have been given in this report. As a whole, recruiting for person-
nel was intensified in all the main regions of the USSR, but it was especially
noticeable in the Baltic and Central Asian republics. Although a great deal
of publicity in the Soviet press during May and June was given to the "Great
Construction Projects" and the urgent need of additional manpower, no direct
recruitment of personnel for the projects was made through the press on a na-
tional scale. Only one reference to the Stalingrad construction project was
found; it appeared in the one Stalingrad newspaper received in CIA. There was
no change in the types of advertisements and of personnel recruited for work in
the North and "out of town." Although the ads were more numerous, they appeared
in all the major regions with only one ad in Moscow. There were no advertisements

for work in the Far East. An increase in the advertisements seeking skilled
and specialized personnel for work in Central Asian republics may indicate
increased technical and industrial activity in that area. The need for machine-
tool operators in this area is particularly noteworthy.

In the tabulation which follows, the advertisements of industrial enter-
prises and other organizations are compiled by regions, and, where possible, are
subgrouped according to the nature of activity, e.g., construction and planning.
In cases where the organization or project was not identified, the personnel
requirements are listed as they appeared in the advertisement. The source and
the dates on which the ad appeared are given, as are any remarks on the wage
system, urgency, and special compensatory benefits.
Of 49 advertisements for personnel in the Moscow area, 46 appeared in
Vechernyaya Moskva, two in Trud, and one in Moskovs
case in the previous nt fo, As was the
P periods, most of the requirements a erevs were for engineering,
technical, and construction personnel. There were only five advertisements
recruiting for work in other regions; the rest were all for Moscow or vicin-
ity.

Advertisements for personnel from Central Asian newspapers, and especially
from Pravda Voetoka, Uzbek SSR, continued to show a marked increase. As com-
pared VIM previous reports, the ads reflect a growing need of skilled construc-
tion and technical personnel in all but the Turkmen SSR.
About a third of the advertisements recruit personnel for work in the out-
lying districts of the republics on such projects as construction and instal-
lation, geological surveying, mining, water and kolkhoz development, and irri-
gaton and canal building, In many cases wages re based on contract and 50-60
percent bonuses are offered as an added inducemenat

ADVERTISEMENTS FOR WORK IN THE NORTH AND OJT OF TOWN
Advertisements for work in the North and out of town" are listed here as
they appeared in the newspapers. However, it can probably be assumed, from
examination of some of the "out-of-town" ads, that they are for work in the
Far North. At least one of these ads has appeared in all main regions of the
country.
The advertisements request highly qualified technical and scientific per-
sonnel such as engineers, chemists, medical specialists, and all types of mari-
time transport specialists. Several of the ads, however, also recruit personnel
for most of the other phases of economic activity. For example, an ad in ZEUS
Vostoka (16, 19 Jun) calls for personnel for industrial and residential con-
struction, road building, and trading organizations; an ad from Veche
Moskva (6, 19, 25, 29 Jun), in addition to the above personnel, foram
paper workers, warehouse workers, public possa dete-

graph workers, legal advisers, andforpeople ntopwork sinoclubs, anddtaas movie
camera mechanics. All this suggests the possibility that sizable communities
are being set up on a more or less permanent basis.
Higher wages and additional privileges as well as quarters are among the
inducements offered.
