This handbook, which is updated annually to provide data on Communist
military transfers and economic aid to less developed countries (LDCs),
serves as the Intelligence Community's official data base on these transac-
tions. Annual intelligence assessments on Communist-LDC economic and
military relations are issued separately; the assessments for 1984 will be
published in the near future.
The statistics in this handbook update and supersede those in our previous
publications. Values of military agreements and deliveries are based on
Soviet trade prices, which are quoted in rubles and then converted into US
dollars.
The term Communist countries refers to: the USSR, China, Bulgaria,
Czechoslovakia, East Germany, Hungary, Poland, Romania, Cuba, North
Korea, and Yugoslavia;
The term less developed countries includes: (1) all countries of Africa
except the Republic of South Africa; (2) all countries of East Asia except
Hong Kong and Japan; (3) Malta, Portugal, and Spain in Europe; (4) all
countries in Latin America except Cuba; and (5) all countries in the Middle
East and South Asia except Israel. Although Cambodia, Laos, and
Vietnam have been Communist countries since 1975, data prior to this date
are included in this compendium for historical purposes.
Assistance is considered to have been extended when accords are initialed
and constitute a formal declaration of intent. For economic aid, credits
with repayment terms of five years or more are included. Where terms are
known, the credits are designated as "trade credits" if amortization is less
than 10 years. For military transactions, all sales are included?whether
for cash or provided under credits or grants. The term drawings refers to
the delivery of goods or the use of services.
As to individual table entries, the term NEGL refers to a value of less than
$500,000; NA indicates an agreement was signed, but the value was not
known; two dots (. .) indicate we have no information and presume the
value is 0.

activities was covered in the R- 14 report series, Aid and Trade Activities of
Communist Countries in Less Developed Areas of the Free World,
prepared under the aegis of the Subcommittee on International Trade and
Aid of the Economic Intelligence Committee, USIB. The subcommittee
was abolished on 1 October 1974.

L.
a. Values of military agreements and deliveries are based on Communist donor export prices and
are adjusted for changes in the dollar value of the currencies denominated in foreign trade
transactions. In cases where actual values are not known, Soviet export prices of similar
equipment are used as surrogates. As a result of a new study -- completed in early 1980 --
showing a marked, across-the-board rise in export prices for Soviet equipment sold to LDCs since
1973, the figures for 1974-79 were revalued in the 1979 publication to reflect the higher export
charges and new estimates of sales volume.
b. Excluding Cuban, North Korean and Yugoslav agreements totaling $6.9 billion and deliveries
totaling $5.4 ion.
c. Of this total .$68 million was delivered on Soviet account under the Soviet-Libyan arms accord
of 1974.
d. Excluding $151 million of Soviet commitments and $1 million of Romanian commitments to Angola,
both made before independence in November 1975. Ths USSR recommitted $59 million of the original
amount in March 1976 when the Neto regime assumed power.

prices) the equipment ordered under the agreement; where equipment details are lacking, agreement estimates are based on
available information on the magnitude of the contract. The estimated value does not include credits for construction
of military installations and airfields, which in some cases may be carried under economic assistance arrangements. The
values for most agreements signed after 1971 have been revised periodically to reflect new price and volume information,
cr. and the changed dollar value of foreign denominated trade currencies.
