Please consider this your formal invitation to join us as a participant at
the "International Conference on Terrorism," September 26 - 27, 1986, in
Washington, D.C. Our underwriters, the Times Mirror Company, and we here at
Columbia would be honored if you would attend. Here are the details.
The proceedings will be videotaped in the Caucus Room of the Russell Senate
Office Building. You know our format: We place a dozen people around a
horseshoe-shaped table and engage them in a Socratic dialogue concerning
hypothetical cases. The goal of our moderators, Professors Arthur Miller and
Charles Nesson of Harvard Law School and Harold Evans, editorial director of
U.S. News and World Report, is to get professionals of varying
disciplines--law enforcement officials, policymakers, legislators,
journalists--to talk to each other instead of past each other. We try to
make the agony of decision-making so intense, you can escape only by
thinking.
The hypothetical case studies we will explore in the Senate Caucus Room, the
arena of so many important debates in our nation's history, center on several
key questions. How can one nation react to the terrorism perpetrated by
another nation? When individual Americans are threatened abroad, how can our
government and our institutions take action? How can our law enforcement
officials respond to domestic terrorism?
Among those joining you at the conference will be Morris Leibman; FBI
Director William Webster; Senator Arlen Specter; Judge Abraham Sofaer, the
State Department's legal adviser; ABC anchorman Peter Jennings; James Hoge,
publisher of the New York Daily News; General Edward C. Meyer; the former
Prime Minister of Great Britain, Sir Edward Heath; Denis Healey, Member of
the British Parliament; Sir Kenneth Newman, commissioner of the New Scotland
Yard; Tom Wicker of the New York Times; and many other pivotal professionals
who share your deep concern about this issue.
You will be hearing from us again before the conference. In the meantime, I
hope you and Mrs. Casey have marked the dates on your calendars. We will, of
course, cover all expenses for both of you. We would be pleased to have you

"International Conference on Terrorism," underwritten by
the Times Mirror Company. You'll receive your conference
packet a week before the conference. In the meantime, we

questionnaire. The Capitol Police also request that all of
our guests carry some form of picture identification such as

Leaders
Arthur R. Miller
is the Bruce Bromley Professor of Law at the
Harvard Law School, his alma mater, where he
specializes in civil procedure, copyright law, and
the law of privacy. His books, articles, and
frequent radio and, television discussions on
privacy have marked him as an authority on the
subject. He has written texts on civil procedure
and conducts seminars for judges under the
auspices of the Federal Judicial Center. Professor
Miller has served the United States Supreme Court
as its Reporter on Civil Rules and is currently
working with the American Law Institute on a
project on Complex Litigation. He is a regular
contributor on legal matters to Good Morning
America. He hosts a weekly television program in
Boston called Miller's Court. Professor Miller has been
a moderator for Columbia University Seminars
on Media and Society since 1974.
Charles R. Nesson
is a professor at Harvard Law School where he
teaches evidence, trial advocacy, and criminal law.
After graduating from Harvard Law School in
1963, he clerked for Supreme Court Justice John
Marshall Harlan and served as Special Assistant to
John Doar in the Civil Rights Division of the U.S.
Department of Justice before returning to his
alma mater in 1966 to teach law. Professor
Nesson's scholarly writings are in the field of
evidence. He has also helped produce and has
been the legal commentator and consultant on
numerous documentaries dealing with legal
issues. Professor Nesson has been a moderator
for Columbia University Seminars on Media and
Society since 1974.

Harold M. Evans
is vice president at Weidenfeld & Nicolson, New
York publishers. His distinguished career in jour-
nalism began in 1944 in Britain where he was a
political and editorial writer. He was a Harkness
Fellow at the University of Chicago in 1956-1957.
In 1967 he became editor of The Sunday Times,
and in 1981 was appointed editor of the daily
Times of London. Mr. Evans edited and published
the landmark report on the thalidomide tragedy,
which culminated in increased compensation for
the victims of the drug. He was awarded the
European Gold Medal of the Institute of Journal-
ists and was named International Editor of the
Year in 1976. He is the author of many books on
journalism, among them Good Times, Bad Times. He
participated in the first Media and Society Seminar
conference at Chatham Bars in 1974 and in
numerous others around the world in the past
twelve years.

With the dollar up and airfares down, many Americans have
put aside their fears of terrorism to vacation in Europe.
One of this season's most popular destinations on the con-
tinent is the country of Tiberius, a democratic ally of the
United States. It is a country of ancient tradition and
contemporary charm which has captured much of the tourist
trade.
This morning, an Air Tiberius jet leaving the capital city
and bound for New York was hijacked. Flight 99 was diverted
to an airport in the Middle Eastern country of Cedaron, a
small nation devastated by civil war and lacking a stable
government. Among the one hundred passengers on board Flight
99 are 55 Americans and 25 Tiberius nationals. The remaining
passengers are from Great Britain, France, Canada, and other
countries.
Upon landing in Cedaron, the hijackers sent a message indi-
cating they are members of a heretofore unknown group called
"Brothers Loyal Unto Death," or BLUD. Their purpose, the
statement said, is to unite the "True Believers" of the
Middle East against the "Great Oppressor" -- the United
States, Israel, and their allies. Since the initial message,
there has been no communication from the hijackers and no
sign of action on the plane.

With the resolution of the takeover of Air Tiberius Flight
99 two days ago, the mood in America is somber. In the days
since the hijacking, foreign travel has fallen sharply,
public discussion has become heated, and BLUD is on the
lips of almost everyone.
BLUD has remained silent and there have been no other major
terrorist incidents by any other groups.

The Shamrock Liberation Armed Movement (SLAM) is a militant
group of Roman Catholics in Northern Shamrock. Northern
Shamrock is part of a commonwealth headed by the nation of
Great Ally. The Republic of Shamrock won its independence
from Great Ally 75 years ago.
SLAM has adopted such violent tactics as bombings and
ambushes in its fight for Northern Shamrock's independence
from Great Ally. Many civilians and an increasing number
of Allied soldiers have been killed in attacks for which
SLAM has claimed responsibility. In fact, a recent
bombing killed a high-level aide of the Allied Prime
Minister.
This morning a letter arrived in the office of the Allied
Prime Minister. It was signed by Kelly O'Dare, the chief
of SLAM's political wing. In part, the letter said that
SLAM wants to "put an end to the violence," and toward
that end the letter requested a private meeting between
O'Dare and the Prime Minister.

It is Friday morning in Metropolis and most of this
western city's 700,000 residents are going about their
morning routines. In the city parks department, activity
is at a fever pitch. In just three weeks Metropolis will
celebrate the 150th anniversary of its founding and a
major festival is being planned.
Shortly after 9:00 a.m. Metropolis authorities receive
a phone call from a reliable informant. Information he
provides indicates that a violent attack will take place on
the Metro International Airport. The attack will be carried
out by members of DART (Destroy American Repression Today.)
DART is an unknown acronym and law enforcement files con-
tain no reference to any such group. Five years ago the
FBI put an end to a series of bombings perpetrated by
START (Stop American Repression Today), a Liberanian group.
Liberania is a Middle Eastern country ruled by a dictator.

Fred Friendly, a former CBS News president
and keeper of the Edward R. Murrow flame, has
been getting under the skin of his old pals at the
network for some time ...
Last week, at the Radio and Television News
Directors Association convention in Utah, he
went so far as to say he was "embarrassed by
the financial appetites of the anchor stars and
their agents," and asked Tom Brokaw, Peter
Jennings, Mike Wallace, Dan Rather and Bar-
bara Walters "to volunteer a pay cut to provide
the salaries of able colleagues" .. .
And "for those skeptics who may whisper
'How come Murrow never did that?,' " Friendly
added, "Let me assure you that he did". . .
Yesterday, Don Hewitt, executive producer of
CBS' "60 Minutes" and something of a Murrow
scholar himself, dashed off a memo to those
anchors named by Friendly ...
"Fred Friendly," Hewitt wrote, "who is utterly
incapable of saying anything without invoking
the name Murrow, something he does almost as
often as Jerry Falwell invokes the name of God,
has now done it once too often and unbelievably
on the only subject on which Ed Murrow was
open to criticism . . . MONEY!". . .
Hewitt went on: "Mr. Friendly conveniently
neglected to inform his audience that back in the
1950s Mr. Murrow went to his agent (oh yes,
Murrow had an agent) and told him he couldn't
live as high on the hog as he wanted to on a
journalist's , Lary and made it clear that he was
ready to doff his Savile Row homburg for a
song-and-dance man's straw hat if that's what it
took to make big money. Maybe Friendly has
forgotten the outrageous things he once said
about Murrow's get-rich-quick role as the em-
cee of a prime-time entertainment show called
'Person to Person' (the original 'Life Styles of
the Rich and Famous') but there are still some
of us around who haven't forgotten. Nor have
we forgotten as Friendly apparently has (or
won't acknowledge) that Ed Murrow broke the
big bucks barrier for broadcast journalists long
before Barbara Walters ever dreamed of her
million dollars".. .
Neither Rather nor Brokaw would comment
yesterday on Friendly's suggestion. Jennings
told AP that "f polled the staff on 'World News
Tonight' and they thought it was a terrific idea"
