4. CE representatives met on 5 February with Congressman John Conyers of
Michigan, at his request, to discuss the Agency's minority recruitment
efforts. The meeting focused primarily on what programs, if any, the Agency
has which could be initiated or expanded in the Detroit, Michigan, area to
assist young black people. The Congressman basically is interested in
programs to assist high school students who otherwise may not have the
incentive to stay in school or the opportunity for educational training beyond
the high school level. The Congressman felt that well-managed information
sharing programs focused on career opportunities would inspire students to 25X1
finish high school and continue on to college.
We shared with Congressman Conyers some of our earlier experiences at
objected to our efforts to share the Agency's expertise in the area of
computer science with their students. The Congressman suggested that we might
still be able to do this kind of thing but use a different approach to lay the
ground work. The Congressman was receptive to the idea of trying to donate
surplus government property to Historically Black Colleges and Universities.
He offered assistance in our efforts and will talk with his colleague,
Congressman Lewis Stokes, about strategy for advancing the idea. We concluded
our formal session with the Congressman with suggestions from him that future
meetings are a distinct possibility. We agreed to review our recruitment
efforts in the Detroit area and to consider other types of programs.

NESA analysts gave briefings and participated in a policy
"exercise" on US options toward Syria. The exercise was
sponsored by the NSC and attended by several current and former
Assistant Secretaries of State, Ambassadors to Near Eastern
countries, and others involved in US policymaking in the Middle
East.
Briefings on the Hill
There were 18 briefings on the Hill this past week.
ACIS and representatives from WSSIC, DI/CRES and NPIC
testified before the HPSCI regarding collection system
requirements and tasking.
NESA briefed various members of the Senate and SSCI staff as
well as DO sources on Libya responses to US sanctions and the
Libyan internal situation.

1. DCI/DDCI Assigned Tasks
National Intelligence Officers for Counterterrorism (Charles Allen),

Vickers), and Strategic Programs (Lawrence Gershwin) accompanied the DCI
for the Worldwide Briefing of the House Permanent Select Committee on
Intelligence.
NIO/Counterterrorism (Charles Allen), with DI and DO officers,
discussed issues related to Southeast Asia with the DCI; with the DDO
and discussed a sensitive counterterrorism issue with the DCI;
and briefed Senator Patrick Leahy on Libya and international terrorism.
NIO/East Asia (Carl Ford) prepared memoranda for the DCI on the
Philippine elections and arms sales to Taiwan.
NIO/Economics (Deane Hoffmann) attended a meeting of the Economic
Policy Council as the DCI representative for discussions of trade with
Canada.
NIO/FDIA (H. F. Hutchinson, Jr.) chaired a DO/DI briefing for the
DCI on a CA proposal.
NIO/Latin America (Robert Vickers) prepared material on Nicaragua
for the DCI; and with a DO officer, attended a CPPG meeting on Haiti.
NIO/S&T (Julian Nall) prepared a letter to Dr. Edward Teller of the

Rand Corporation officer on a recent report related to CW use doctrine;
discussed CBW technical collection projects with a DIA officer; and with
A/NIO/NP chaired a meting of the Interagency 25X1
Intelligence Working Group on Nuclear Proliferation.
Assistant NIO/CBW discussed the Soviet biological 25X1
warfare program with the Special Assistant to the Under Secretary of
Defense for Chemical Matters; met with an officer of the HUMINT
Committee on recent collection initiatives in Southeast Asia and
Afghanistan; and met with DI analysts to discuss East European chemical
production.

Enforcement Policy Board, chaired by the Attorney General; attended a

-- The ExDir and Deputies will meet on 12 February to review the status of
the 1986 program. Particular attention will be focused on determining how
to handle the significant number of "must do" unfunded requirements.
-- The CIA's 1987 Congressional Budget Justification Book has been forwarded
to Congress. The Covert Action Backup Book will follow late next week.
In anticipation of the upcoming congressional budget hearings, we are
preparing background material for the Executive Director's testimony.
-- One-page submissions have been received from the DA, DI, DSF,T, and the DCI
Area summarizing proposed new or expanded capabilities for the 1988
program. We will review these proposals and present recommendations to
the ExDir and Deputies on 24 February.

SUBJECT: Weekly Report
1. HPSCI staff, on behalf of Chairman Hamilton, has
requested access to evidence showing that Nicaragua supports
revolutionary groups in other countries. A combined DI-DO
presentation has been arranged, and both finished intelligence
and TDs will be shown. We have a very strong case to make.
2. We expect a letter from Chairman Hamilton next week
asking for a denial, in writing, that the Agency has had
anything to do with breaking into churches in the U.S. which
give sanctuary to refugees from Central America. We have
already categorically denied this charge to the Staff Director.
3. The draft FY87 Intelligence Authorization Bill is still
awaiting OMB action. Although OMB imposed a deadline of
yesterday for comments, Justice and DoD have yet to respond.
Because of shortened Congressional deadlines this session
caused by Gramm-Rudman, it is imperative that OMB approve the
bill for passage to our Committees as soon as possible.
