Attached are copies of the planning documentation for
the National Imaging Plan for Satellites (NIPS) which I
mentioned to you last night. The package contains an ICS/NRO
Memorandum of Agreement (MOA) and draft Terms of Reference
(TOR) for the ICS implementation of the MOA. The MOA has
been signed by Sam Wilson and Jim Plummer, and the TOR are
in final stages of informal coordination. John Hughes 25X1
DIA Roland Inlow (COMIR:EX), John Hicks (NPIC), and
(IHC) have been closely tied into the developmen f 25X1
the TOR. Also, Sayre Stevens now has a copy of these docu-
ments. Except for some details, still to be worked out with
Roland, they all agree.
This is for your information, but if you have any
comments or suggestions I'd appreciate receiving them.
I plan to run these by the DCI next week prior to
issuing the TOR and getting started.
