OoThe old system, of planning 4id net sufl elalltly
respect principles of denosratie ?entrallsa and the law at
proportions which, in the realm of the seoiallst essmWv is
one of the most SWortant laws.... one of the asia featasrss
of the new planning method is that we dispoase with the

be worked out on the basis of control fiyuresq as sidsatsei
by the Goveravaent.? .. The State Plan will outline the shift
targets, while the individual plants will be tree to filth
those targets by the most appropriate means. The end system

The Cernntst OSWO31rsett does it MUM these plates,
even when its objective is similar. While it vats to have the
animal production las"essed as quickly as possibls, it also
attempts to increase the product Len of certain crops, which can

practically no potatoes on the market and most eonsuers get
less than one third of their rations.
se'v. a1 plants new to Czechoslovak agriculture have been
introduced in recent years, especially plants rich in oil-sepe
such as peanut and abutilon, and other plants usually found in
warm ellmates, such as rice and kok-eaghys /a oaoutchouc

From all mrm-climate plants groin in Czechoslovakia only
tobacco is of practical importance; locally produced tobacco
covers about 50 percent of Czecnoslaoak consumption /34 percent

FOREIGN TRADE
Before February, 194rs, there were about 1000 private
companies of importers and exporters in Czechoslovakia who -
controlled about two thirds of all imports and about one third
of exports. After the February coup d'etat, the Czechoslovak
foreign trade has been nationalized as a whole, and 29 special
:"tats Companies have been established to take care of the
foreign trade. These companies are joint-stock companies with
shares divided among ministries, national enterprises, and
sorretiraes also among Individual plants/

`I here is not mach sense in studying the monetary value
of the Czechoslovak- foreign trade. Official figures can be
proved incorrect - and there is no accessible way to find the
correct ones since the exchange of goods and services between
Cz?cr,oslovakia and other satellite countries are a carefully
guarded secret.
Official reports for the years 1946 - 1949 show the
following picture of the Ceec'rroslavak foreign trade:

According to these official figures the Czechoslovak
foreign trade seemed in 1946 to be active by tic pillinn
dollars. Yet in the import figure have not been included tle
JNRFA Imports which exceeded commercial imports in value.
But, should the official Czechoslovak report be co!Taared with
the reports of the Economic Section of the "united t'ations,
another serious discrepancy would appear - the }'1J report
sets the figure of Czechoslovak oow'tercial imports in ly4b at
311 million J.^. dollars, so that the Czechoslovak foreign
trade was passive by some 34 million dollars, not active by
d,2 -dllion as the official Czechoslovak report states. Firzilar
discrepancies can be found in the reports for following years,
even if they do not amount to tens of millions. "till other
differences appear also in Czecl.oslovak reports published
after a long period of time - Czechoslovak propagandists a,?e

Europe, . Lorton oontin , now withhold ex"orts to the

These stateaenta MAY be - and probably are - correct.
Yet the poeitien of Caochoslovakia, as a part of the oviet
bloc, in the foreign trade with the western countries is somewhat
special due to Csechoslcvrak tradition in western trade and to
her industry produplrAg ma y- goods wanted in the :est. Consequently
that drop in U?~: ? ~
exports to Iron Curtain countries, mentioned
by We J.C.horton, has not been proportionally to steep in
relation to Csechoslowakia alone.
When looked for, many a leakage in the ban on strategic
goods exports to Soviet bloc would be found in Czechoslovak trade.
