Morning Meeting of 4 August 1966
The DDI noted that one of his officers had spoken with Thomas
Mann recently, and the latter had indicated that he going to write a
book about the Dominican Republic. Mann stated that since he will
mention the Agency, he will clear the book with the Agency.
reported that the Director had received a letter from
U. Alexis Johnson on the question of nuclear proliferation. He stated
that this question had been discussed with officers in the Intelligence
Directorate and it was recommended that an Estimate be prepared on the
subject. The Director agreed and the DDI reported that a letter to
Johnson was being prepared for the Director's signature.
reported that a new paper on the OXCART deployment
was being prepared for the Director to send to Rostow.
for SAVA, noted that the FBIS item on Saturday which
indicatea a n~.gn level Viet Cong meeting with a Chinese Communist
General was reported as a current item, but in fact the story was a year
old.

The Director noted that he had received a call from Rostow
yesterday evening who had indicated that the President was concerned
about the reports of possible Chinese Communist troop presence in
North Vietnam. The Director stated that he will take this matter up
in an Executive Session following the USIB meeting this afternoon.
Duckett, for DDS&T, reported that the_had been successfully 25X1
recovered. He noted the third launch of an SS-11 in the past 4 days which
may indicate that the missile will be deployed shortly. Lastly, he noted 25X1
a successful dry-run OXCART flight.
The Executive Director reported on an exchange of correspondence
between the Agency and the Suburban Maryland Fair Housing Commission.
He stated that henceforth notices that go on bulletin boards will be processed
through Personnel. 25X1
The Director expressed his concern that significant items of
interest, some of which necessitated decisions, were not getting up
through the chain of command in a satisfactory manner. He urged that
this matter be discussed at staff meetings, etc. , so that the situation
can be improved, and he noted that further action will be taken if this
does not take place.
