1. The Operations and Training Division approves the proposed
Functional Characteristics of the RS-19 subject to our interpretation
of certain paragraphs as outlined below.
a. Emission Designation, (II).
The type of voice modulation chosen for the RS-19 should
be compatible with existing, or readily available, Base type
communications receivers to permit maximum operational
flexibility with regard to existing Office of Communications
facilities and to avoid a requirement for the development of
special receiving equipment.
b. Fidelity, (II)
The desirable aspects of fidelity for voice recognition
purposes are less important than the overall requirement
for an efficient 2-way voice communications system. In this
regard, fidelity may be sacrificed for higher average
modulation levels in the case of AM or less bandwidth if
FM is used.
c. Operating Time, (IV)
