SUBJECT: SFRC Staffer Ken Myers' Request for Arms Control
Briefing by NIOs Gershwin & Ermath.
1. Myers called last evening after COB with
short-lead-t 'me request. He would like to arrange for CIA to
ILLEGIB provide a classified briefing at a closed SFRC hearing on
ILLEGIB
Thursday afternoon, 21 February 1985, in room S-116 of the
Capitol, as part of SFRC's series on Soviet-American relations
on arms control. He wants CIA to discuss the current state of
strategic competition in arms control between the US and the
USSR. Myers is not asking for information on compliance issues
but suggested it would probably be wise for a knowledgeable
person to stand by in case SFRC members had questions on that
topic. He gratuitously suggested NIO's Gershwin and Ermath for
the briefing and said their briefing would be scheduled prior
to appearances by State's Burt and Perle and ACDA's Nitze and
negotiators. Myers said he wants "an appropriate stage setter"
by the NIOs prior to the State and ACDA witnesses.
2. Myers cautioned that he did not want CIA to make "a big
deal" out of this -- he isn't seeking the DCI's testimony. (He
was informed the DCI & other high level CIA officials would be
tied up with HPSCI and SSCI hearings that day anyway.) Nor, he
said, does he want a CIA-DIA-ACDA "combine" which "doesn't
work." (He was told OLL believed "combines" were routinely
handling such briefings but his request would be relayed to the
appropriate parties.) His final comment was that he wishes to
have "an informal give-and-take" opportunity for the SFRC
members, as well.
3. Myers was asked how this SFRC arms control hearing
series fits in with the newly organized Senate Arms Control
Observer Group's activities. Myers stated that he has been
directly involved in the ACOG's formation but, despite his many
words, he never did satisfactorily explain the nexus, if any.
