Appointment of Consultant - GCB
There is attached letter dated 3 May 1954 with enclosures
from the Executive Officer, Operations Coordinating Board, in which
your approval is requested to appoint as a
consultant to OCB,
2. You will note that Mr: Staats asks for clearance to utilize
runediately with formal security clearance to be issued
at a later te. He have decked with the office of the Director
of Security and find there is no reason why should not
be cleared inmediately. The Director of Security would prefer, how-
ever, to verify the existence of a field investigation by the FBI and
review it to determine if any reason exists to deny clearance. Such
a check is not considered vital but one which you should be aware of
before assentinf, to this appointment? We note that
lists yourself as a character reference who knows him intimately.
3; it may be that based on your personal knowledge you would
wish to grant immediate clearance subject to verification by the
Director of Security.
