recently completed a mission to several posts in ti*esternrope for the
purpose of examining the effectiveness of the collection and use of
economic information pertaining directly to economic defense planning
and trade control operations. It is anticipated that problems 71 -12.1
arise occasionally duirin ; the coming year for vdiich carp 25X1
give invaluable assistance and advice based on his past experience. For
this reason it is felt that it would be of direct advantage to the Agency
if his services were obtained on a consultant basis for an average of
approximately two days per month during fiscal year 1954 at $50.00 per
day.

to consultant status effective 1 September 1953 within the limitations
stated above.
