MEMORANDUM FOR
THE DIRECTOR OF CENTRAL INTELLIGENCE
I have reviewed the Objectives for the Intelligence Community
for Fiscal Year 1976 which you recently forwarded for my ap-
proval. Your Substantive Intelligence Objectives and Resource
Management Objectives present a viable plan for achieving the
stated goals of the Intelligence Community for this fiscal year.
As budgetary restraints become more stringent, the efficient
and effective management of the Intelligence Community's
resources become increasingly important.
I approve the Objectives for the Intelligence Community for
Fiscal Year 1976. These Objectives will provide the kind of
systematic guidance essential for the vital and complex activ-
ities of the Intelligence Community.
