He said that the problem is a consequence of lead- ership. "With that amount of money involved, there will always be some people who will do illegal things;' Mr. Schlesinger said. "But if the [defense] secretary makes it clear that this type of conduct is unacceptable, you drive the prob lem down to the lower levels of bu- reaucracy. If the secretary doesn't, then the problem rises to the higher levels."
