SUBJECT: Proposed DCID for CCIS
1. The attached proposed DCID, establishing the mission and functions of
the Community Counterintelligence Staff (CCIS), is forwarded for completion of
the coordination and DCI signature process.
2. The CCIS has never had an officially assigned written charter setting
forth responsibilities and relationship to the intelligence community. This
circumstance has on occasion been a liability. The attached proposed DCID has
received the concurrence of the Deputy Director, Intelligence Community Staff
for introduction into the formal DCID coordination process. The charter
represents a compilation of both those key functions which CCIS has been
performing and those which could be performed with tangible benefit to the
community., No transgression on the established pe- gatives of cornrnunity
organizations is mentioned or intended.
3. I would appreciate your facilitation of the coordination and approval
process and will consult on this issue as you deem helpful or appropriate.
