Critical Collection Problems Committee (CCPC) by signing the attached
memorandum rescinding the relevant DCI directive (DCID 2/2).

CRITICAL COLLECTION PROBLEMS COMMITTEE

Pursuant to Section 102 of the National Security Act of 1947, Executive Order ]-
arid National Security Council Intelligence Directives, a Critical Collection Problems
Committee (CCPC ~ is herehv estahli,}led as a standing Director of Central Intelligence
Committee snith t}ii foliovv.ir,_ mitsior, and functions.
The mission of the committee. under the ec neral guidance of the Director of
Central Intelligence, is to advise and assist in the examination of intelligence collection
problems which are specifically referred to the cornmitiec b.\ the Director of Central
Intelligence in execution of his responsibilities for planning, reviewing and-ex ali:ating
foreign intelligence activities.
The committee shall respond to requests from the Director of Central Intelligence
a. Examine specific intelligence targets. either substantive or geographic, and
recommend actions necessary to improve collection on such targets and ensure
timely response to related priority needs of the Intelligence Community.
h. Reyie\; and evaluate the efficiency and effectiveness of specific ongoing
intelligence collection activities. including the processes of operational :asking
and cooroiiiation among and bet' een Intelligence Commi:niiV organizations
and their contractors.
c Examine, as appropriate, proposed lie'; collection programs to assess the
potential usefulness and timeliness of the information to be gained thereby in
relation to present and projected information holdings -of National Foreign
Intelligence Board organizations and other government departments and
agencies. and in relation to other projected collection efforts.
d. Prepare, in conjunction with other Director of Central Intelligence
committees as appropriate, country studies describing and evaluating US
intelligence, collection programs and equities in a designated country, and their
importance to the information needs of the US Government.
e. Prepare for the Intelligence Community, as directed, intelligence resources
annexes to National Security Council documents.

improving intelligence collection.
3. Intelligence Community rc-sponsibilities
Upon request of the committee chairman, Intelligence Community organizations
shall furnish to the committee, within established security safeguards, particular
information or materials needed by the committee and pertinent to its functions.
4. Composition. organization and rules of procedure
The composition. organization and rules of procedure of the Critical Collection
Problems Committee are those stated in DCID No. 1/3.
