Former rifts between officials foremen, and laborers have been healed. In the past officials were suspicious of thc~ government and avoided all workers' meetings they were terrified lest they make mistakes and as a result, they avoided these meetinggs. For thr~ most part, the workers were resentfi.il of the officials and frequently sought revenge. Vlith the institution of democratic movement, a factory coivbrol commit- tee was formed. However, matters did not run as smoothly as expected, re~ suiting in leftist tendencies. The cadres called confercnces and confessicln meetings were held. T\~any confessions were made at these conferences; this move ave a fr'sh start to the democratic movement resulting in: 1. The raising of class consciousness of the officials who began to realize that they themselves were members of the working class to subside their anxieties, leading to more closer understanding of one another. 2. The elimination of the belief that the CC? policies were designed to liquidate bourgeoisie and the understanding that the policies were for conciliation. 3. The Research Section for the Democratic Control of Industrial Plants, 1ginistry of Heavy Industry, Central People's Government, gave a high praise for the results attained by this movement. It is well to remember, however, that in the carrying out of democratic movement in any plant, the following should be considered: 1. Full democratic management could not be immediately established in any plant newly taken over since there are many pitfalls in initiating such a system. 2. In any endeavor to unite with the labor, many white-collar workers have attempted to show their earnestness by participating in manual labor with them; this frequently hinders smooth operation and cuts down production. The important thing is for the leaders to put themselves intelligently and imaginatively in the position of the operatives to improve their conditions. 3. Strong leaoership and close-knit structure based on careful plan and reparation are needed to prevent democratic management from going amuck. 4.
