GENERAL 1. BBC announced during the month that the computer-driven control system which will allow full use of the two 11-meter steerable satellite dishes at Crowsley Park is expected to be operational "sometime in October." In another modernization development, replaced as BBCMS Reception Department modernization special assistant effective 20 July. 2. A BBCMS modernization schedule published on 1 July included a surprise reference to FBIS decanting from the second floor from late 1990 until mid-1991. An urgent memo from the bureau chief to BBCMS management elicited the less-than-reassuring response that the decision on decanting would be up to FBIS based on its ability to work directly under the planned roof renovation project. BBC has promised FBIS an early meeting with its architect to discuss this issue, particularly with regard to the Autodin Room. 3. ESG Deputy Chiefl land three FBIS automation contractors spent 22-24 July at the bureau in discussions with BBC automation officers and bureau management. Based on the talks, a draft technical memorandum of understanding on the interfaces between the BBC and FBIS automated systems was revised for approval by appropriate FBIS and BBC officers. STAT STAT STAT A. Editorial/Monitorial 1. PMU managed two "scoops" during the month. Chief, Wire Services Staff advised that the unit's timely handling of Gorbachev's interview with the Indonesian paper MERDEKA from the Soviet central pre resulted in a "true scoop" for FBIS. PMU Chief Editor catch on the STAT identification of Tretyak as Air Defense Forces commander in chief reached Washington over 12 hours ahead of other western media reports. 2. This new procedure will rectify workload problems which were arising from Part 1 editors going directly to PMU media analysts with processing requests. Communications 1. The dedicated circuit to Headquarters was returned to operation with its increased baud rate and new termination point in Reston and, at least in the first month of operations, a significantly higher amount of downtime. In another change, we have noted that the circuit has returned with a new name: LDA/DLA instead of the former LWA/WLA. 2. Communications Unit Chief received the STAT award for "most esoteric BACH bug" of the month when STAT he pointed out a problem with the "modify a consumer" routine in BACH 1.31A. As a result of his message, an STAT all-bureau advisory was sent recommending a temporary fix until new software is implemented. 3. Islamabad Unit: British Telecom International on 29 July began work on extending the satellite-borne segment of the Islamabad Line from London to Islamabad, thus replacing the former downlink in Karachi. After initial problems on the Islamabad side resulting in an almost 48-hour line outage, the new link was fully operational in both directions by the morning of 31 July. This change, eliminating the troublesome microwave link between Karachi and Islamabad, is expected to result in improved line quality and reliability. 4. Cologne Unit: C/ADD offered some help in improving the Unit's production system by suggesting, on 28 July, that the PC the Unit chief is using be upgraded by adding a hard disk, controller, and enlarged power supply to enable the Unit to run BACH. C. Lateral Services At the request of the U.S. NATO mission in Brussels, PMU filed a USSR roundtable discussion on military sufficiency, parity and deterrence from the 13 July edition of NEW TIMES. D. Technical 1. A faulty fixed disc controller board on the Victor PC II recently received from Headquarters was identified and replaced by the bureau's IBM PC maintenance contractor. 2. When the VDU used for programming the automated Adaptable Facsimile Processor developed a fault, bureau engineers were able to trace the problem to a dry joint on the power PC board. Thanks to the routine backup recording operation, there was no delay in supplying the Soviet press printout to PMU while the fault was being rectified. The Embassy personnel officer has advised that the expected new wagescales for London Embassy FSN employees, which will also affect FBN wagescales, are second in a queue of 18 awaiting final approval by the Department of State.
