This index of claimant agencies forms a pert of the planning operations
fcr tahe 1953 Economic Plan, Plan Section for Material Supply. The index must
ministration for Material Supply.
This index is not applicable to supplying the economy with products listed
under "power industry` and "food and beverage industry" plan groups. These
plan groups gre subject to the regulations of the State Secretariat for Coal
and Power, HV (Main Administration for, power, and of the Ninistrs? of Trade and

This index of claimant sgencies specifies the exceptions, i.e., cases where the
planning of material requirements and the allocation of materials are not han-
dled by the plan recipient,
This index specifies the affiliations of the authorized consumers and
groups of authorized consumers with the claimant agencies (ministries, state
secretariats with portifoliv in the GO government, and HA Material Supply of
the Laad governments), with regard both to the planning of material requirements
and to the allocation of materials. Changes in the affiliations of the claim-
ant agencies require the appr._vN. of the HA Material Planning of the State Ad-
The 1953 plan year will be governed by the principles set forth ss follows.
1. The ordering agency (Auftraggeber) will sake materials available as
follows:
a. For work let on contract (Lohnbearbeitung), such as being, stamp-
ing, milling, tempering, etc., the actual materials, or material al_lo:ations,
will be made available by the ordering agency.. Contract work by other industries
(including the printing industry) for the paper or cardboard-paocessing industry
will be permissible only for second-stage processing, for example, the printing
and stapling of cardboard boxes for the processing or cardbboard-box enterprises.
Pulp paper and cardboard may be used by industries other than the paper and
cardhoerdd-processing indu:tr only as general expanse items or for carrying out
planned production.

commissioned with the production of steel constructions will receive material
allocation4 from the quotes of the Ministry of Reconstruction via the building
enterprise from which the order originates. (Such transactions do not involve,,
the Ministry of Transportation.) The ?9aterial requirements for the production
of the above-mentioned types of steel constructions by building enterprises op-
erated for and by the Directorates General of tLe Reicbabahr. and of Water Trane-
industrial products, such as ships' superstructures, parts for boiler assem-
blies, supports for lathes, structural ei.ementa for bridge cranes, etc., the
actual materials and accessories or allocations for such materials and acces-
or allocations therefor. (This ruling does not refer to assembly work under
the plan group for electrical engineering, plan item 51 92 000; see below.)

the proper claimant agencies (exceptions under sections 4 - 10).
c. All materials required by the central headquarters, branches, and
distribution centers of the DEIs (Deutsche Bandelszectra'len, German Trade Cen-
ters) which are subordinate to the claimant agencies fcz the centrally directed
industries will be supplied by said claimant agencies (exceptions under asctions
4 -10).
3. The Land governments, HA Material Supply, and the Magistrat of Greater
Berlin (hereinafter referred to as Land governments) will be responsible far
the total requireante of the people-owned local industries, and of all hand
trades (exceptions under sections 4 - 10). The land governments, moreover, will
be responsible for the planning and allocation of material for all nonindustrial
authorized consumers who, according to this index, are not supplied by any other
claimant agency. The Land governments are also responsible for the planning and
allocation of materials which come under the heading of investment projects,
general expenses, etc., of the production and trade enter rises of the follow-
ing DHZs Motor Fuels and Mineral Oils, Scrap sad Waste Materials, Industrial
Supplies, and Pharmaceuticals and Hospital Supplies. Only the central offices
of these PBZs will receive all their supplies through the ZVO.
4. The total requirements or the public health system (including the in-
dustrial public health system) for medic. l equipment and supplies and pharma-
ceuticals will be planned for all claimant agencies by the plan recipient,
for the centrally administered transportation ayatem, for the postal and tele-
communications system, and for agriculture and forestry will be responsible

7. The supply of solid fuels and firewood is subject to the following
rc gtlations:
The responsibility for the supply of solid fuels as set forth in this
.index covers both the glauning and allocation of supplies. All authorized con-
sumers under the centrally administered industr?.es, the centr311y administered
transportation system, the centrally administered building trades, and the
claimant agency "77VO" will be issued their allocations of sc]id fuels and fire-
wood, including solid fuels and firewood for the production of gas by the gas
works under land administration, via their respective claimant agencies.
Solid fuels and firewocrl for consumption by the population in general
will be planned by and allocated to the plan recipient, namely, the Ministry
of Trade and Supply, for distribution.
All other authorized consumere will be jupplied from the allocations
of the Land governments (for example, local a terprices; authrizau cvueumers
under the Ministries of Agriculture and Forestry and Postal Affairs and Tele-
communications; enterprises of the Trade Organizations, institutions of public
health and education; control and procurement agencies, etc.)
8. The supply of liquid motor fuels and tires (including both casings
and inner tubes) will be subject to the following re'ilations:
The assignment of responsibility for the various fields of utilization,
as set forth in this index of claimant agencies, .s binding for both the plan-
ning and the allocation of these materials.
1-ae Stadtkreise and Landkreise will be responsible for supplying the
enterprises of the centrally administered industries (not including SA3s) with

respon-sible for the supply of tires and tubes, with the exception of such tires and
tubes as are used in the production process, e.g., in the production of trucks,
passenger cars, motorcycles, trailers, mobile equipment, etc.

The claimant agency "Ministry of A8'iculture and Forestry" will plan
and supply all liquid fuels and tires required for agricultural, forestry, and

horticultural production, in addition to all motor fuel and tires for MAS
chine-Lending Stations), VEG (People-Owned Agricultural Enterprises), the Work-
ing Cooperative of Agronomic institutions, state-owned forestry enterprises,

and the people-owned inland fishing enterprises and fish hatcheries,
motor fuel and tires for the MA3 in connection with industrial transportation,
for example, transportation of ti o----? forat.. r-- proceesing or shipping
points.
The Land governments will receive motor fuel, tires, and tubes for
carrying out the transportation plans of the transportation enterprises under
the administration of the various Leender, i.e., people-owned short-haul trans-
portation enterprises and ATG (General Transportation Companies), and for all
intraplant transportation (nut including the Ministry of Agriculture and For-
estry, the Ministry of Postal Affairs and Telecommunications, the Directorates
,.encral for the Reichsbahn and for Water Transport, SAG, and ZVO)..
All other authorize,: consumers will receive allocations for their sta-
tionary requirements, and for their requirements of liqui2.fuel, tires, and
tubes for trucks and passenger cars, from the quotas of the Land Governments.
9. The production of printed matter for propaganda purposes will be
planned for all parties and organizations by the office of Information via the
Land Boards (Landeavorstaende) and Central Boards (Zentralvcrstsende). Allo-
cations will be issued from the quota of the claimant agency "ZVO."
Materials required for printed forms under t)14 centra1 r.1ntd!-f61ms

will not be plannei; such materials will be Issued to consumers, without allo-
cation certificates, by the proper key publishing enterprises (Leitverlage),
