[Text] Algiers, 3 May (APS) - The Al-SHA B newspaper pub-
lished a commentary today in its "Opinion" feature under the
headline "Failure or Aborting?" which said that there is indeed
a great difficulty in agreeing on an emergency Arab summit to
discuss the American aggression against the Libyan Jamahiriyah
despite the decision to hold it in Morocco. It has become clear
that there are Arab sides that have adopted an attitude that
obstructed the good progress toward the meeting of the Arab
kings and presidents to discuss and study an extraordinarily
serious issue aimed against the honor and dignity of the whole
Arab nation. The paper went on to say the reality of the Arab
world encompasses several issues. Some were dealt with and
others remained unsolved because of the attitudes of some arab
states or because of external attitudes. It pointed out that those
Arab countries were all too well aware of these Arab issues when
the American aggression took place. They could have called for
an Arab summit before this time, considering that these states
are earnestly concerned for Arabism and the honor of the Arab
nation.
The paper pointed out that through such behavior, all saw how
the European states exploited this to support the U.S. aggression
in words and deeds, beginning with emergency meetings and
theendorsement of many serious measures against Libya, the
victim, in front of the shameful Arab silence, - silence behind
which Arab sides moved to preserve Arab disunity and pushed
away any chance for the return of Arab fraternity and consensus.
The paper asked, how can one explain the agreement in principle
to hold the meeting and fix the place, and then postpone or cancel
everything in the shadow of the division of the Arab world, and
split into blocs and small alliances, working gradually for the
weakening and removal of the importance of the Arab summit
issue, which has lost its warmth and importance as a result.
The paper confirmed that this Arab procrastination and indiffer-
ence toward the American-European hatred for the Arab nation
will push the Arab nation further toward weakness and subordi-
nation in all fields. It pointed out that all the conditions and the
requirements for agreement are there - at a time when other
nations which have nothing in common other than circumstantial
interests forgive each others' sins and make important decisions
at various levels. The paper went on to say that the truth is that
it is important to agree on an Arab summit to discuss the
American aggression on sister Libya, considering that it is an
extraordinary and serious event that concerns all Arab peoples
and states, in preparation for an other Arab summit concerning
all the Arab issues.
The paper concluded by saying: we still continue to hope while
we are alive that an Arab summit will be held to discuss all that
concerns the nation or at least for the sake of meeting to prove to
the Western world that the Arabs can at least meet.

[Text] [Begin Al-Qadhdhafi recording] Starting tonight, the mil-
lions of Japanese people should stage demonstrations to prevent
Reagan - child-killer, war criminal, number one terrorist, and
second Hitler - from landing in Japan. The Japanese people
should stage demonstrations starting tonight to cancel this sum-
mit and this meeting with the child-killer. I am amazed: How can
Japan receive the child-killer? Reagan's hands are stained with
the blood of children, [words indistinct] with the blood of chil-
dren, women, and the elderly. The Japanese people are called
upon to cancel this conference, which is a crime against mankind.
Japan's a victim of U.S. terrorism and U.S. atomic bombs which
the Americans first tested on the bodies of the Japanese people,
and starting tonight the Japanese people should cancel this
meeting and, in their millions, stage demonstrations to have this
meeting shut down and prevent those who are to attend from
meeting, since among them there is one who is a war criminal,
child-killer, terrorist, and second Hitler. He should be arrested
in Japan and handed over to any [word indistinct] court. All
mankind is now demanding the heads of Reagan and Thatcher,
because they are murderers. [end recording]
[Announcer] Following the call by the brother leader of the
revolution to the Japanese people over Japan's ASAHI television
network, the Japanese capital today witnessed an event REU-
TER described as unprecedented when the city was transformed
into a grey citadel with security vehicles full of soldiers deployed
in its streets and with checkpoints erected in the city streets to
question pedestrians and inspect their identity cards. Imme-
diately after Japan's ASAHI television network this morning
carried live excerpts [as heard] from the statement of the brother
leader of the revolution calling for the Japanese people to halt
the summit conference of the seven industrialised states imme-
diately and to evict the child-killers Reagan and Thatcher, huge
demonstrations were staged a few yards away from the place
where the leaders of the seven industrialised states are staying.
The demonstrators attacked the place where these leaders are
staying and shouted slogans calling on the child-killer Reagan to
leave Tokyo and calling this meeting a conference of aggressors.
Other Japanese people's organizations intend to stage dem-
onstrations and acts of violence in protest against the presence of
the child-killers Reagan and Thatcher.

[Text] [Question] The great industrial countries' summit is to be
held in Tokyo. Important current issues are to be discussed. What
is the Jamahiriyah's position regarding this (?matter).
[Al-Qadhdhafi] Its position regarding what?,
[Question] Regarding terrorism and the industrial countries'
conference.
[Al-Qadhdhafi] First, we are against terrorism and we believe
that we need [to ask] a question regarding terrorism because we
are the victims of state terrorism. We are a country which [words
indistinct) terrorism and under the shadow of fleets and nuclear
carriers; its homes have been destroyed and its children and
women killed as a result of the official state terrorism practiced
by Britain and the United States. We hope that the world will
reach a decision cancelling [yulghi] terrorism and try the terror-
ists headed by Reagan and Thatcher. I am surprised that the
conference participants should discuss terrorism while among
them is the No 1 terrorist, mad Reagan, who should be in the
dock and be tried for a crime against the whole of mankind.
[Question] What is your position regarding the measures recently
adopted by European countries against the Jamahiriyah; this
negative accountability [muhasabah al-salbiyyah] and the'
lowering of the number of Libyan diplomats in Europe?
[Al-Qadhdhafi] Undoubtedly we are living in a very strange
world in which the law of the jungle prevails; civilization has been
destroyed; civilization has been burning under U.S. and British
bombs and, consequently, there is no possibility to search for
what is reasonable, for reason and legitimacy. Consequently, we
do not ask about the decisions made by European. countries,
because European countries are under a vile U.S. terrorism, and'
under U.S. nuclear missiles, and U.S. military bases; European
countries were forced, under U.S. terrorism to adopt decisions
they are not convinced by - and they do not have any evidence
to justify these decisions against Libya - and which are against
their interests. This means that European countries acted against
their conviction and interests. They have no evidence, and there
is no basis that would allow them to adopt these measures.
Consequently, we absolutely reject all these measures that have
been adopted by European countries, the only justification of
which is the U.S. terrorizing of Europe because European coun-'
tries have no pretext for doing anything against us.
As for the U.S. and British raids, this was (?a kind) of vindictive-
ness and madness and we actually cannot talk about it because
we consider it to be the action of a mad person and a mad world
in which there is no morality [words indistinct]. On the other
hand, any country that has submitted to U.S. terrorism and
adopted any measure that is harmful to Libya will suffer, and
Libya will reciprocate and defend itself. This'country will lose
out sooner or later and will regret any action against the Jama-
hiriyah.
[Question] Currently, the U.S. 6th Fleet is moving toward the
Gulf of Sidra. There is a report that the U.S. 7th Fleet is moving
towards the Gulf of Sidra. What are the measures the Jamahir-
iyah is taking (?against) the United States?
[Al-Qadhdhafi] First, entering the Gulf of Sidra means crossing
Libyan boundaries and entering its territories and [word indis-.

tinct] would consider it another military aggression against an
independent country. We shall act as any country would when
they are subjected to aggression, its boundaries crossed, and its
sanctity violated. Libya will defend the Gulf of Sidra and its
boundaries fully, even if this leads to the martyrdom of the people
as a whole. If aggression on Libya takes place again, the Arab
,nation, African,, Asian, Latin, and European peoples will fight
with us because all of mankind is now condemning and is angry
with the United States and its soldiers and with the (?colonized)
Britain.
[Question] I have seen the places of the U.S. raids in Tripoli and :
Banghazi, if [words indistinct] with the United States may be the
same [word indistinct] would happen again. What is the Jama-
hiriyah's [word indistinct] against the United States?
[Al-Qadhdhafi] The United States is a superpower and arrogant,
and it is ruled by a Hitler and madman who can use the mighty
power it possesses against any of the?world's peoples. It carried
out an unjustified action and (?previously) occupied Grenada and
changed its regime. .

recorded anything but dignity and cleanliness regard to our land.
Today we present another example, namely, the bodily remains.

the aircraft.
