The four-power agreement is the best balance of the sides' interests possible under the
present conditions. To change this balance or to.disrupt the internal equilibrium of
its component parts would mean jeopardizing the implementation of the agreement as a
whole. This is precisely why?it is necessary to display a careful attitide toward it.
Any attempts to test its durability or gradually undermine particular resolutions._of _it
do not accord with the interests of mutual understanding and cooperation and do not serve
the cause of consolidating peace and detente in Europe.
The Soviet Union has consistently advocated and continues to advocate strict. observance
of every part of the four-power agreement. This position is dictated by profound concern
for European security and for maintaining good-neighborliness and mutual understanding
in the region where the agreement applies. Assessing positively the cooperation displayed
on this question with the United States, France and Britain, the Soviet side consistently
advocates that the agreement be really. respected by everyone and that West Berlin live
a calm, normal lips.
This is an entirely attainable goal given the renunciation of policy lines based an con-
siderations of expediency and of the fruitless attempts to infringe. the legitimate rights
of the USSR and the'GDR.and to obtain any one-sided advantages whatever. West Berlin
has not been a part of the FRO, nor.will it be one. However, it can and must be trans-
formed from a source of disputes into a constructive element in peace and detente on. the
European Continent. The conditions for this have been created, as L.I. Brezhnev, general-
secretary of the CPSU Central Committee, stressed in his report to the 25th CPSU Congress.
The task consists of utilizing them through joint efforts for the good. of peace in Europe.

[Text] West Berlin--Less than a week has passed since the CDU.Saar organization held
its illegal rally here., and now another batch of cold .war supporters has arrived: members
of the (?Hesse) regional organization of the CDU,. Tomorrow they intend to hold their
working session in West Berlin, far beyond the FRG,border. The provocative nature of
the actions of the political hacks of the CDU is obvious: they have chosen West Berlin
as a bridgehead to incite tension and undermine the basic principles of the historic
quadripartite agreement on the city. In defiance of the real state of affairs, they
stubbornly try to prove that West Berlin is a part of the FRG. However, the city, as
is known, has never belonged, and cannot belong, to the Federal Republic.

Italian Communist Youth Federation keeps growing. By August 31,,the Italian Communist
Party'had a membership.of 1,806,000. Over. 170,000 new members joined the Communist Party
this year, more than in any of the .previous 26 years. The Italian Communist Youth Federa-
tion has now a membership of over 140,000.

[Text] On the occasion of the national day of Qatar, Independence Day, Nikdlay Podgornyy,
chairman of the Supreme Soviet Presidiums, sent a greetings cable to Amir of Qatar Shaykh
Khalifah ibn Hamad Al Thani in which he expressed his best wished to the friendly Qatari
people.
In his reply the amir of Qatar expressed his thanks for the congratulations and extended
to the friendly Soviet people.his wished for further progress and prosperity.

Command Council of the Libyan Arab Republic, and a Soviet state delegation led by Artur
Vader, vice president of the Presidium of the Supreme Soviet of the USSR, had a meeting
here.
The delegation is staying here to attend celebrations on the occasion of the sevenths
anniversary of the Libyan revolution.

[Text] Cairo, September 7, TASS--In an interview to a correspondent of the Egyptian
weekly ROSE AL-YUSUF, the chairman of Libyans Revolutionary Command Council Mxtammar
Al-Qadhdhufie stressed that "the Soviet Union is a friend of the Arabs, a friend also of
us, Libyans". He condemned the anti-Soviet campaign started by the Egyptian propaganda
media. "The-Egyptian press attacks P iendship between Libya and the USSR in such a manner
as though there is no difference between Egyptian newspapers and the New York TINES, he

Touching on the lately aggravated Egyptian-Libyan relations the chairman of Libyans Revo-
lutionary Command Council recalled that Libya had given Egypt much assistance by supplying
modern armaments during the October war. Now the Egyptians have moved most of this mili-
