SUBJECT : Monthly Report -- Nicosia Bureau -- October
I. GENERAL
A. The news of the month with regard to our new site is that the
construction firm submitted a formal letter on 29 October claiming that
delays in the work, for which it'is not responsible, require that it be
granted an extension of 123 days to complete the contract. This figure is
clearly excessive, given the contractor's stated Justifications, and will
be the subject of negotiations. It is becoming ever more clear that the
contractor has no intention of meeting his mid-January project completion
date. As a result, we probably will not be able to move into our new
premises until lateVebweary or early March,

II. OPERATIONS
A. Monitorial/Editorial
1. The bureau placed monitored Lebanese media on open watch
following Lebanese claims that an Israeli airplane had been shot down
during a 16 October air raid on Fatah targets south of Sidon in
retaliation for a grenade attack on IDF recruits in Jerusalem the previous
day. Conflicting reports emerged as to the fate of the two Israelis. aboard
the plane, although the Amal Movement was reported to have captured at
least one of them. Despite the fact that Israeli aircraft continued to fly
over the area and Israeli gunboats cruised offshore, the bombardment of
Lebanese targets concluded by late evening. As there were no indications
of further planned Israeli activity, the bureau concluded its watch at its
COB.

2. A labor dispute at the Cyprus Broadcasti3sg Corporation (CBC)
disrupted Nicosia radio and television several times during the month.
Work stoppages announced by the trade unions representing CBC personnel
interrupted transmissions on 4 October, 18 October, 19 October, 24
October, 25 October and 26 October, for a total of 47 hours.
3. We have placed on coverage a new Egyptian anti-Libyan commentary
program aired by the Cairo Voice of the Arabs radio entitled "Voice of the
Libyan People." The tenor of the program was exemplified by a commentary
broadcast on 7 October appealing to Libyan Army personnel to rise up and
overthrow Colonel Al-Qadhdhafi, or to dispatch him "to his destiny."
4. Following a week's sampling of new casts beamed to Iran in
Persian and Aseri by Moscow Radio Peace and Progress, the bureau has added
the RPP Persian cast to coverage as a Class D listing program. The radio's
Aseri cast was demonstrated to be a substantive repeat of the earlier
Persian cast, and regular coverage was not deemed necessary.
5. The initiation of winter flight schedules has had an effect on
the bureau's press receipts; the mainland Turkish press is now being
received a day later than was previously the case, while mainland Greek
papers are being received on a delayed basis on Sundays and Thursdays.
B. Technical
1. All of the bureau's old ITT 2300/5 Arabic printers and Extol
AF-11 RO printers have now been replaced with new Creed Comscribe IIIC
teleprinters.
2. The bureau's circuits to the Cypriot Foreign Ministry and to the
Cypriot Public Information Office have been upgraded from 75 baud to 150
baud.
3. The landlord of the building housing our offices has given
permission for the installation of a passive reflector on the roof for use
in our microwave link to the Embassy when we move to the new site. As a
result, a previous request that CYTA permit installation of the reflector
on one of its stations has been cancelled.
4. Equipment received:
-- One MagnaSync/Moviola 10-channel audio tape recorder/reproducer
Model 1-R/0-P/0-10, from Headquarters.
5. Equipment sent to other bureaus:
-- One multisystem JVC TV/monitor Model AV-20ME was purchased
locally and pouched to Swaziland Bureau.
-- Two Extel AF-11R printers and related spare parts were sent to
Okinawa Bureau.
-- Two Extel AF-11R printers were sent to Paraguay Bureau.
-- One Extel AF-11R printer was sent to Florida Bureau.
6. Three ITT 2300/5 Arabic printers have been disposed of through
the local Embassy.
