MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - July 1986
1. Construction of the new Monitoring Service buildings continued
on schedule during July. The completion date is scheduled for
April 1987, according to an announcement by General Manager Eric
Bowman. The GMMS also announced a delay in the introduction of
the computer system at Caversham caused by unexpectedly
protracted work on functional specifications. The computer will
not be fully operational until January 1988, and the changeover
to the new system may not take place by the and of March 1988 as
originally anticipated. A training program in computer use for
the BBC non-engineering staff is being drawn up and unions are
being consulted on work practices in the post-computerization
period. On the satellite front, the 12 Ghz KU-band 2-meter dish
antenna installed by the Monitoring Service at the east and of
the main building is not yet fully operational due to a spate of
minor vandalism recently. At Crowsley Park, the bases and cable
ducts for the new satellite dishes (11-meter, C band, fully
steerable) are being installed, and the first dish is expected
on site in September with limited operation before the and of
the year. Fiber optic cable for video circuits from Crowsley to
Caversham has. been installed.
2. A.M. Stevens, Monitoring Service Head of Personnel and
Administration, announced his early retirement this fall for
.medical reasons. No definite date has been set or his
.replacement named.
3. All $43.5K of the bureau-requested funds for Internet has been
approved by Headquarters. The only slight glitch in bureau
efforts to be fully operational by the 1 October deadline is the
delay until'-September for receipt from the manufacturer of
special UHF cabling to allow the bureau to tap into the
Monitoring Service's inhouse circuit for all satellite-monitored
television feeds as well as UK television. Bureau suggestions
on the draft Internet coverage schedule, a paper on proposed
Internet staffing, and an update on Bureau funding and equipment
needs, expenditures and acquisitions have been forwarded to
Headquarters for review.
4. A brief mention of FBIS appeared in the newspaper THE AMERICAN,
"the only newspaper published in Britain for all Americans". In
an article on how business researchers can obtain U.S.

Government information legitimately through the Commerce
Department, the paper noted: "There is also a daily service
available of foreign press and radio translations. Hundreds of
radio news transmissions, newspaper editorials, articles and
magazine features from the Foreign Broadcast Information Service
are monitored every day by U.S. analysts ((sic)), and grouped
into eight volumes of interest." FBIS editors may want to
approach PMCD for proper remuneration in their new status as
"U.S. analysts".
5. The Monitoring Service reinvigorated its security awareness
after releasing the news that "an incendiary device addressed to
the Home Secretary ignited when opened in the post room at the
Home Office earlier today (16.7.86). Although no-one was
injured in the incident, it serves as a timely reminder of the
need for continuing vigilance in the handling of incoming mail.
Staff in post rooms and private offices should be especially
alert."
A. Monitorial/Editorial
1. On the last day of the month the extensive coordination and
negotiation of the previous several months culminated in a
relatively painless assumption of Gulf Bureau coverage by
participating bureaus and the BBC. A congratulatory
message from the Chief/Operations Group was passed to the
Monitoring Service. Further refinement of coverage will
continue as coverage realities and workload impact on
staffing, particularly at the BBC's East African Unit, are
evaluated.
2. During the week of 21-25 July bureau editors assisted PMU
in editing a large backlog of translated copy due to
staffing shortages in the PMU's editorial team. Procedures
were coordinated between the Chief Editor and Chief/PMU for
the distribution and routing of the copy, which was handled
expeditiously with minimal impact on the editorial
workload.
3. Early in the month, the Chief Editor was temporarily
displaced for a week by the Tabulation Unit for a much-
needed refurbishment of the latter's working area.
Painting, new blinds and other redecorating has greatly
improved the working environment.
4. On 21-22 July, PMU editor completed the Wang
training course for administrators of the PMU Wang VS-65
system. This "system optimization" course provided many
insights which will make possible a more efficient
long-term application of the system's capacity to the needs
of PMU.

B. Communications
1. In contrast with the continuous record-breaking production
figures reported in recent months, this month's production
totaled a more 2.76 million words. Total daily average of
89,090, however, was the second highest of the past 10
years.
2. Late in the month Vienna Bureau Chief) (formally
thanked the Bureau's Communications Unit for their generous
assistance earlier in the year in helping out Vienna's
hard-pressed teletypists by punching several hundred
thousand words of copy airmailed to the Bureau.
3. At the Bureau's initiative Headquarters approved a new
digraph "TB" for the Tabulation Unit copy, thereby avoiding
duplicative BFN's with the Editorial Unit.
C. Technical
1. Bureau engineers are hard at work designing and
constructing an automatic numbering device for the
circuit traffic tee'd through from the normally de cats
300-baud autodin terminal. This will enable Bureau
communications to track messages unreceived
2. An ongoing engineering project is the replacement of light
fittings with a non-glare type providing more even light
distribution, particularly suitable for use in VDU-
equipped working areas. The editorial room is next on the
schedule for conversion.
3. A new, locally purchased air handler has been installed in
the Wireroom for use with the existing compressor and
condenser on the roof in order to increase air handling
capacity.
4. At the recommendation of a recent safety review, a small
portable electric compressor has been purchased locally for
use in pressurizing fire extinguishers located in Bureau
leased housing.

8. Bureau driver retired on 2 August after 27
years of service to FBIS London Bureau. An appropriate
retirement party was held in the Bureau Chief's office during
which a message from the Director, FBIS, a retirement plaque,
and a retirement gift from his colleagues were presented.
PMU press editor and monitor
respectively, became the proud parents of a baby boy, on
Monday the 7th of July.
The Bureau's first congressional visitor in memory, Senator Hecht of
Nevada, accompanied by escort officer Lt. Col. Morris Bo d, had an
FBIS orientation and pub lunch on 1 July. a former AG
analyst now posted to the Embassy, visited the Bureau on the 15th for
a BBC/FBIS tour and Dub lunch with ex-AG associate
Editor en route to her PCS assignment a Mbabane.
TDY'd at the ureau on the 17th. Islamabad Unit Chief
spent the 31st TDY'in with the Bureau's admin staff in London as e
returned from leave. first incumbent of the BBC
Monitoring Service's new post of Marketing and Sales manager, was
introduced to FBIS publications and given a briefing on the 24th.
