MEMORANDUM FOR: Director, Foreign Broadcast Information Service

SUBJECT : Monthly Report - London Bureau - October 1986
1. According to GM/BBCMS Eric Bowman, work on the building
extension at Caversham Park is approximately 3 weeks behind
schedule due to the additional drainage and ducting work
required. The Monitoring Service is hoping that the time can be
made up, since technical access to the building by April 1987 is
vital for sustaining the momentum of the project.
2. As part of its efforts to insure continued receipt of BBC [/1'
material post-automation, the bureau has identified at BBC 1P
request its automation equipment needs as follows: 1 terminal
and 1 printer for the Tabulation Unit, 2 terminals and 2
printers for editorial, 2 printers for the Communications Unit,
and 1 terminal for PMU.
3. On the satellite monitoring front the BBC KU-band dish at
Caversham Park remains inoperable, awaiting delivery of parts
from the manufacturer. At Crowsley Park work is proceeding on
installation of electronics for the two 11-meter dishes.
According to the BBC, the plan to have a limited non-automated
operation by the end of the year appears to be on schedule.
Bureau and Headquarters interest in BBC satellite-monitoring
capabilities and plans, particularly with regard to coverage for
Internet use, has been conveyed to BBC management.
4. Further progress on bureau Internet plans awaits British Telecom
"Teleproof" approval of orderwire equipment and the receipt,
installation and testing of the Internet console being supplied
by Headquarters in mid-November. Internet coverage schedule,
staffing, training and operating procedures are under review in
coordination with Headquarters.
A. Monitorial/Editorial
1. On 14 October the Tabulation Unit assumed responsibility
for the preparation, logging and wirefiling of video
selection lists, duties formally assigned to editorial.
Through use of programmed headers, these selection lists
are now prepared on the Wang system and sent to the
Communications Unit, where routers are inserted and the
lists filed without further punching.

2. The bureau, PMU and the BBC received congratulations on 17
October from Chief, Analysis Group for
"excellent performance" in wake of the Reykjavik summit.
3. Editors and teletypist ~
were commended in a letter of appreciation from the
bureau chief for their performance in handling the first
Soviet announcement that one of their ballistic missile
submarines was on fire off the U.S. mainland.
4. During the month an arrangement was negotiated with the
Monitoring Service for coverage of Saudi Arabia following
the departure for Amman of former Gulf Bureau monitor
on 27 September. PMU's two experienced Arabic
monitors will serve alternating 2-week tours of duty in the
Listening Room to handle the Saudi programs.
5. Thanks to the arrival of four disk packs obtained variously
from Headquarters and local suppliers, backup procedures
for PMU's Wang VS65 are now considerably more secure. With
the new packs PMU can now use its original Wang-supplied
disk pack as an archive. This should be able to hold
around a year's work of PMU-filed copy.
6. The three PMU monitors using Facit electronic typewriters
are now fully plugged into the Wang system. Their
translations are recorded from the typewriter memory onto
microcassettes via a CSL Wordpro black box; then the
contents of the microcassettes are fed into the Wang via
another black box and converted into a standard Wang
document by means of a procedure in the computer's job-
control language. The edited translations are transmitted
to the tapecutter in Communications like any document on
the Wang. The only PMU copy now requiring repunching is
English language copy and translations from contractors.
B. Communications
1. Bureau total wordage for the month was 2,976,140; an
average of 96,000 words per day. Peak daily wordage
registered 156,960 on 14 October.
2. The newly installed automatic numbering device designed by
bureau engineer proved its worth on 30 October
alerted the Communications Unit that a break in the
number sequence indicated that some 15 items were missing.
Based on information provided Croughton switch was
immediately alerted by the unit and refiled the missing
items.
C. Lateral Services
1. On 15 October PMU received a request from the American
Embassy in Paris for priority processing of a statement by
Soviet First Deputy Foreign Minister Yuliy Vorontsov on why

Gorbachev proposed the Reykjavik summit. PMU responded
that it had already processed and filed the item to the
embassy on 14 October.
2. On 27 October technical difficulties prevented the bureau
from videorecording the weekly BBC Panorama program, in
which Headquarters had expressed intense consumer interest.
The bureau sought assistance from the embassy USIS office,
which fortunately had recorded the program. A memorandum
of appreciation for its prompt and supportive response was
sent to USIS by the bureau chief.
D. Technical
1. Editorial appreciation was expressed by Chief Editor
for excellent pe formance the evening of 28 October
by pressfax technician whose quick thinking
allowed a very rapid convers on o the bureau's pressfax
coverage from the 10-meter dish, which had to be diverted
for coverage of Libyan television The memo of
appreciation noted that initiative was typical
of the performance of the pressfax staff during crisis
situations.
2. During the month the Engineering Unit reterminated all PMU
Wang work stations directly to the master unit, thereby
correcting line faults resulting from poor installation
work done originally by contractors. There was no
disruption of smooth PMU operations.

position recently approved by Headquarters.
5. Former Deputy Chief departed the STAT
bureau 31 October following her retirement from FBIS. Numerous
farewell fetes and messages from her colleagues worldwide marked
the end of [ outstanding career and transition to STAT
retirement.

On 9 October the Duke of Kent visited the Monitoring Service for
orientation and briefing hosted by GM/BBCMS Bowman and colleagues.
Heavy security was much in evidence throughout the building and
grounds. Although not officially involved in the royal tour, bureau
premises were canvassed at 8 a.m. by sniffer dogs with England's
finest in tow several hours prior to the visit. The BBC canteen
excepted, no untoward odors were discovered during the security
sweep.

mean the classic, upright, gray-and-black
30-pound manual typewriter. In its stead
have come, first, the electric typewriter in
all its permutations, and then that witch
cry of chips and bytes and bits known as
the word processor. In the same world as
such a marvel, it is commonly agreed, the
manual typewriter is as good as dead and
gone. Writing in a recent issue of Time
magazine, Roger Rosenblatt would not
let us even mourn its passing. "Let the
thing go," he says. We need "not feel that
the world is about to lose a piece of its
heart," he says.

It is still much too early for obituaries. I
will not concede the demise of the man-
ual typewriter. It will be with us for as
long as writing is with us. Real writing,
muscle-blood-and-bones writing. I have
evidence to support this contention.
First, the beast itself is not going to
simply s a.iish. Like the wire coat hatsger.
it is virtually indestructible. Manual type-
writers lurk everywhere-in attics, closets,
gas stations, police precincts, Goodwill
outlets; they pop up in Ilea markets,
church bazaars and garage sales nearly as
often as kitchen-dinette sets. Almost no
one has ever just thrown away a manual.
There is good reason for this. The dos.
sic manual typewriter survives in such
abundance because it is, quite simply, one
of the sturdiest, most sensible and most
reliable machines ever produced by any
civilization, anywhere, anytime. It is a
tiling of steel and sinew, a miracle of
sturdy contrivance, a paragon of the
purely mechanical arts, its performance
a delicate saraband of give-and-take,
strength and flexibility. It is the sort of

As E.H. White wrote of the Model T. the
classic manual typewriter is "hard-
working, counmonplace, heroic."
Furthermore, it is an understandable
machine, even to the average layman.
Most of its working parts function in a
comprehensible manner having to do
with simple physical laws, and most aie
right out there working where you can see
them. Unless it hiss been deliberately
beaten with an eight-pound sledge o
thrown out of an airplane, the manual
typewriter normally is easily and quickly
repaired by anyone with any sort of me-
chanical inclination at all. 1. who lave
difficulty lining up the arrows so that I
call open a bottle of aspirin, have been
known to repair a crippled typewriter.
What has all this to do with real writ.
ing? Just this: being both abundant and
out of fashion, classic manual typewriters

see. Are such dreamers going to run out
and buy word-processing systems with
which to immortalize the flame that burns
within? Not bloody likely. No, what they
will do is this: they will find, say, an old
Underwood at a yard sale, buy it, haul it
home, hoist it with a thud to the top of
the kitchen table, roll in a clean sheet of
drugstore land and, in tlhe immortal
words of newspaperman Gene Fowler,
"stare at it until drops of blood appear
on the forehead."

quires a machine equal to the emotional
uvesuucnt involved. The classic manual
typewriter fits the bill precisely. Along
with all the qualities mentioned earlier,
it has the property of becoming one with
the writer in the steamy act of creation. It
is a very physical, even intimate business.
The finger jabs the proper key with a psi
of 1.5. The type bar arcs swiftly upward
and strikes through the ribbon to the
paper with a solid thwack. A letter ap-
pears, then a word, then a sentence. The
margin bell rings, the felt hand thrusts
out to lever the paper up two spaces and
sweep the carriage back to the right, and
it all begins again, a noisy ballet of m:un
:fend machine until the page is filled.

of hope. All along, the machine is cursed
for its errors, praised for its brilliance,
caressed, patted, glared at, struck. Move

beaten into existence by a real writer on

Once learned, this primitive but re-
warding process may be abandoned by
somne-there are apostates in every age-
but it can never be forgotten. And there
are enough writers left who will never
tear themselves from it to ensure that the
manual typewriter will be with us for as
long as we remain a civilized society.
Ale, for example. I have no intention of
retiring, and 30 or 40 years from now
fully expect to be found one morning,
launched over and sightless, my chin rest-
ing on the platen and any fingers tangled
in the keys of an old Underwood.
