Monthly Report - London Bureau - April 1986
The post of General Manager, Monitoring Service was taken up by
Eric Bowman on 14 April, almost a year after his predecessor,
David Witherow, left for Bush House to become Controller of
Resources and Administration for External Broadcasting. An
additional role for Witherow was announced this month: He will
be chairing a three-man steering group which will appoint a team
to produce by August an action plan on the establishment of a
BBC world television news and current affairs service, an idea
first proposed a few years ago by the late Douglas Muggeridge.
Initially, the BBC is considering establishing a service of one
or possibly two daily half-hour programs of international news
made for overseas audiences but also shown locally on BBC2 TV.
2. In a high-level BBC changeover, Austen Kark will be retiring in
September and his position as head of External Services
(Managing Director of External Broadcasting - M.D.X.B. - in BBC
parlance) will be taken by John Tusa, Czech-born BBC radio and
TV presenter for many years. Chosen as the television
journalist of 1983 by the Royal Television Society, he joined
the BBC as a general trainee after university in 1960. The
FINANCIAL TIMES pointed out that Tusa takes over one of the
three top BBC managing director posts from which future
directors general of the organization are normally chosen.
3. The fire alarm was activated on the 10th when a workman using a
blow torch in the kitchen corridor set off the automatic smoke
detector. The building was evacuated within four minutes,
people shivering in a bitterly cold wind as they waited for the
arrival of the fire brigade and the all clear.
4. One small note of peace appeared in the midst of the media
barrage over Libyan events and terrorist episodes. The Dutch
ambassador to London went over to the Scilly Isles this month to
sign a peace treaty formally ending a war which, according to
THE TIMES, had been "raging unnoticed for 335 years." The
treaty officially called off hostilities which began in 1651
when the Dutch tried to stop Scilly pirates from plundering
their ships.

A. Monitorial/Editorial/Communications
The bombing of Libyan targets by U.S. planes from American bases
in the U.K. and naval planes of the Sixth Fleet left the
bureau's midnight editor on the 15th awash in "a sea of Z's and
an ocean of 0's." The bureau filed 6 Z's and 246 0's on the
15th, dropping to 168, 115, and 112 immediates in the next three
days.
A MINIMIZE was imposed on traffic entering the European area on
the 17th, and Washington began using the dedicated circuit to
file service traffic to the bureau. Commo's punching unit used
both IBM's to produce BACH-generated headers because of the
complexity and length of the addressee mixes. At least two
embassies cried "enough" during this period, while bureau
editors and teleops amassed a total of 152 hours of overtime in
the pay period encompassing the Libyan strike. Wordage soared
again, with total punched wordage the third highest for any
month and a record for the highest April in the bureau's history
- a daily average of 104,541 words for a total of 3,136,340.
Nicosia Bureau's 18-20 April closure because of terrorist
concerns necessitated extensive coverage coordination among Tel
Aviv, Amman, Gulf, and London bureaus, further complicating
London-Nicosia arrangements on Libyan coverage. The resultant
four-way coordination was a model of efficiency, with virtually
no loss of coverage commitments while continuing a 24-hour
open-speaker watch on Libyan media.
B. Technical
The Wangification of PMU has been completed, almost two years
after the first Wang system with four work stations was
installed in 1984. Almost all PMUers were involved in training
during April. Editor and Wang Specialist
attended the eight-day Wang VS-65 Systems Administrator course,
and most of the translators and all editors who had not had
previous training attended a special one-day FBIS-oriented Wang
WP course. There were, and still are, the inevitable glitches
to be resolved and it will take some time before all are
completely familiar with the system, but already many would not
trade their Wang keyboard and terminal for their old
typewriters.
