The producers may dispose of these agricultural surpluses freely and may sell them at free prices. The Central Cooperative Federation and the "Zurneni khrani" (',rains) State Combine are entrusted with their purchase. The ful- fillment of the plan for the purchase of agricultural surpluses shows that wherever the campaign was started in time and was well organized the results have been satisfactory. For example, Novi Pazar, Kolarov rad, Sevlievo, Oryakhovo, Yambol, Balchik, Tutrakan, and other okoliyas, the plan is being fulfilled satisfactorily, But there are okoliYas, such as Belogradchik Okoliya, where up to 1$ December 191 the Rayon Cooperative Federation had not purchased a single kil~ ogram of agricultural surpluses, and Kula Okoliya, too, the purchasing campaign had not even begun by the same date. The progress to date of the purchase campaign shows that the responsible organizations have somewhat underestimated the importance of this important objective of the national economy. There are too few purchasing agents in some localities. How can one explain the fact that in. Mikhaylovgrad Okoliya the "Zurneni Khrani'1 State Combine engaged 2)i. purchasing agents but that up to 30. November they had not purchased a single kilogram of grain? The example of Nikola Kilchev, a purchasing agent at Peshtene, Vratsa Okoliya, who has already ful-' filled his plan for to purchase of all agricultural products, must be followed by the purchasing agents over the country. He owes his success to the fact that he does his work diligently and skillfully and. that he has constantly calls on the local People"s Soviet of workers' deputies and the mass political organizations for assistance. In the majority of cases the purchasing agents of the "Zurneni. khrani State Combine and general cooperatives in the villages are content to rent a small store in the village and wait for the producers to come in and sell them their agricultural surpluses. Some of the managers of the "Zurneni khrani?' State Combine, such as S. Egikyan in Tervel, Zhelyazkov in Tolbukhin, Velichkov in General Toshevo, Ma.chev in Provadiya, and others, do not believe that the play can be fulfilled, and therefore the results are unsatisfactory. Up to 19 De- cember the plan had been fulfilled only 12 percent in Provadiya. The unsatisfactory fulf illnen t of the plan in certain local- ities is due also to the fact that the employees of the "Zurneni khrani" Combine and also the employees of the general cooperatives resort to the purchase'of the fund grains of the farm workers" coop- eratives, which is much easier, instead of making an effort to purchase the, agricultural surpluses of the members of farm workers" cooperati~res and ,of the individual farmers..:. An inspection made in Vratsa Okrug Declassified in Part - Sanitized Copy Approved for Release 2012/04/09 : CIA-RDP82-00039R000200090019-1 ESTRICTEO revealed that in 18 villages the grain purchased by the general coop- eratives came exclusively from the Farm workers' cooperatives and that not a single kilogram of gain had been bought from individual fanners. The decree of .the Council of Ministers to improve cooperative trade in the villages and the purchase of the agricultural surpluses requires the Central Cooperative Federation, the Rayon Cooperative Federations, and the general cooperatives to make a radical improve- ment in the work of purchasing of agricultural surpluses at the proper time and to carry out an extensive campaign of explanation and thus assure the cooperation of their members and the producers; they must also see that their purchasing organization is composed of energetic and. honest employees and purchasing agents. This decree must be implemented, and the purchasing activity must be improved immediately. The Central Cooperative Federation, the Main Office of the "Zurneni khrani" Combine, and the authorized representatives of the Ministry of Supply and of the Food Industry must provide constant and efficient management and supervision over the fulfillment of the plan. The fulfillment of the plan for the purchase of agricultural surpluses is an important state and politi- cal objective, which the People's Soviets of workers' deputies, the Fatherland Front organizations, and the other politican and mass or- ganizations,must strive to achieve.
