Comment: This report presents information on the Ministry of
Medical Industry USSR extracted from newspapers, periodicals, and
books published January 1946-September 1955 in the Soviet Union.
The information covers the history, organization, and personnel of
the former ministry.

I. HISTORY AND FUNCTIONS
A. Official Establishment
The Ministry of Medical Industry USSR existed from 14 June 1946 to 1 March
1948? The law which established it stated that it wsa to be "formed on a basis
of enterprises of the chemicopharmaceutlcal industry, the medical instrument
industry, and the prosthetics industry of the Ministry of Health USSR, the
union-republic ministries of health, and the union-republic ministries of social
security." Enterprises and organizations were transferred to it "according to a
list confirmed by the Council of Ministers USSR."(1)
B. Functions

The Ministry of Medical Industry was mentioned in the Bol'shaya Sovetskaya
Entsiklopediya (1948);
"The production of drugs, medical apparatus, instruments, articles of sani-
tation and hygiene, and articles for the care of the sick was, until 1946, under
the ,jurisdiction of the Ministry of Health USSR. Ea 1946 the, medical instrument
industry and the chemicopharmaceutical. industry of the Ministry of Health were
transferred to the ,jurisdiction of the newly instituted Ministry of Medical In-
dustry USSR. Some of the medicaments sad medical instruments are also manufac-
tured by order of the Ministry of Health at enterprises of other industries."(2)

The Bol'shaya Sovetskaya Entsilclopediya, Second Edition (1951+), defines
"medical industry as follows;
"Medical industry is the Sndustry which prepares drugs, medical and
veterinary instruments, apparatus, and equipment for medical and prophylactic
institutions of health organs and for filling the needs of the public. Atedi-
cal industry includes the following branches of production; chemicopha.~ma-
ceutical, pharmaceutical (galenical), antibiotic, medical instruments, medical
equipment, optical-mechanical, medical glass~aare, dental materials, prosthetics,
vaccines and sera, medical visual aids, and medicinal plant and technical raw
materials.
...Enterprises of the basic branches of the medical industry are united
under the Blain Administration of the !?fedical Industry (Glavmedprom), Ministry
of Health USSR. Industrial enterprises for the output of medical articles in
the Ukraine are united under Glavme~prom, Ministry of gealth Ukrainian SSR.
The main pharmaceutical administrations of union-republic ministries of health
have their own industrial enterprises and production laboratories which, besides
packaging and preparing tablets and ampules of prepared drugs, also manufacture
drugs from local varieties of raw materials."

B. Subdivisions
An article in Mediteinskaya Pro shlennost' SSSR for August 1948 (11)
described the formation of the new March 1 Main Administration oP the
biedical Industry (Clavmedprom), Ministry of Health USSR, and listed the sub-
divisions of the former Ministry of the Medical Industry USSR which went into
the new main administration. The article also listed subdivisions of the
former ministry which were abolished as a result of the change. According to
information in the article, the following nine main adminiatrs.tions were sub-
divisions of the Ministry of Medical Industry USSR:
1. Main Administration of Supply and Sales (Glavsnabsbyt)
Head: V. B. Shteyn.(10)
This main administration was abolished with the dissolution of the
1?finistry of Medical Industry USSR. Its sales function was taken over by the
Main Pharmaceutical Administration, Ministry of Health USSR, and its supply
function ass taken over by the Main Supply Administration, Ministry of Health
USSR.(~1)
Advertisements in hteditsinskiy Rabotnik (The bfedical Worker) gave the
address of Clavsnabsbyt, Ministry of the Medical Industry USSR as 12 Krivoko-

One Verbenko was reported as the "former head" of Glavlektekhprom,
binistry of the Medical Industry USSR.(10) Glavlektekhprom retained the rights
of an independent main administration when the Ministry of Medical Industry was
abolished, and was subordinated directly to a Deputy Minister of Health USSR.(11)
~ 1947, C1avleY.tekhprom had offices in Moscow, the Ukraine, Voronezh,
Kirgiz, the Crimea, Krasnodar, and Belorussia.(12)

farmprom)

In an article in Dfeditsinskiy Rabotnik, Polikarpov mentioned two out-
standing plants which were under this ,rain ndministration in 1
Chemicopharmaceutical Plant imeni Ka 947 -- the Moscow
discussi rpov, and the Moscow Alkaloid Plant. In
ng achievements of 1947 and plans for 1948, Polikarpov mentioned a num-
ber of products made in plants under Glavkhimfarmprom: codeine, bismuth nitrate,
sulfamide drugs, ntnbrine, ::darsenol, iron carbonate with sugar, pyramidon, di-
cain, tripaflavin, glucose, sulfnthiazol, streptocide, plasmocide, luminal,
methyl caffeine, sulfadim?zinc, and phthalazol.(13)

In an article in Dfeditsinskiy Rabotnik, Kagan mentioned two outstanding
plants under his main administration -- the Kursk Pharmaceutical Plant, and the
Gor'kiy Pharmnceutical Plant. Some products of plants under his main administra-
tion: avdonizide, zinc ointments and pastes, salicylate, borozinc, ichthiolzinc,
and chloroform.(13)

8. Main Administration for the Production of Afedical Glass and Packaging

In an article in bieditsinskiy Rabotnik, Tarasov mentioned the following
plants subordinate to his main administration; the Berezicheskiy Glassware
Plant, the Klin Glassware Plant, the Solnechnogorsk Plant, and the Yaykovskiy
Sand Pits. He also mentioned some items produced by plants subordinate to his
main administration; syringe cylinders, 25-liter flasks, melangeurs, and infant
stomach nrohes.(13)
According to bieditsinskiy Rabotnik, there were ten glassware plants
under Glavmedsteklotaroprom. 1

9. Main Administration of the Penicillin Industry [Glavpenitsillinprom?]
One Komanw [who may have been connected with this main administra-
tion] gave a report to the Collegium of the Ministry of the Medical Industry
USSR in May 1947 concerning the progress made in organizing the Main Adminis-
tration of the Penicillin Industry.(10)
The following nine administrations and divisions of the Ministry of the
Medical Industry USSR were reported (11) as abolished with the dissolution of
that ministry in 1948:

Two more subdivisions of the Ministry of the Medical Industry USSR were
mentioned in other sources. [Comment: The fact that these two were not listed
in the article (11) dealing with the dissolution of the ministry may indicate
that they did not exist when the ministry was being dissolved, or that they
existed under an administration. The Planning Division, however, seems to have
been directly subordinate to the ministry.) The two subdivisions were the fol-

Under this trust were; Construction Office No 1 (14) and Moscow Con-
struction and Assembly Administration No 1.(23) One Bykov was mentioned in
connection with both of the latter, and was possibly the head of the trust
itself. In February 1948, one Sobolev was mentioned as head of Soyuzmedprom-
stroy.(18)
Main production administrations of the former Ministry of the Medical
Industry were to retain their rights and were to be instituted as production
administrations of Glavmedprom, Ministry of Health USSR, maintaining economic
and operational control over their subordinate enterprises.
Scientific research institutions and laboratories were organically sepa-
rate from plants of industry and branch administrations under the former Min-
istry of the pfedical Industry, a situation which was to be remedied under
Glavmedprom, Ainistry of Health USSR, where scientific research institutes
and laboratories were placed under the i;mnediate subordination of particular
production administrations of the medical industry.(11)
C? Plants and Institutes of the Medical Industry
The following is a list of plants and institutes believed to have been
subordinate to the Ministry of the Medical Industry USSR while that ministry
existed, compiled from references in periodicals published during the period
June 1946 to March 194$. While the list is not to be considered complete, a
large part of the references were in connection with the awarding of monthly
"socialist competition" production prizes or honorary titles, therefore it
can be assumed that the most important or the most productive plants of the
period are included in the list.

III. SUBSEQUENT HISTORY OF THE h1IDICAL INDUSTRY

During this period, there i+as a [.fain Administration of the Medical In-
dustry (Glavmedprom), 12tnistry of Health USSR, headed by P. F. Ostapchuk,
Deputy btinister of Health USSR.(li) The Main Administration for the Pro-
curement of Medicinal, Technical, and Plant Raw Materials (Glavlektekhprom)
also "retained the rights of an independent main administration" :when the
Ministry of tFie Medical Industry was aboli,hed, and was directly subordi-
nated to a Deputy Idinister of Health USSR.(ll) According to information
in the article in hfeditsinska n Promyshlennost' SSSR on the dissolution of
the hlinirtry of the tdedical Industry 11 , the following were to be subdi-
visions of the newly-formed Glavmec.prom, Ministry of Health USSR:
1. Administration of the Che;ti.copharmaceutical Industry (Khimfarmprom)
This administration wes reported (ll) as uniting plants of three
main administrations of the former ilnistry of the Medical Industry USSR:
Glavkhimfarmprom, Glavlekpreparatprom, and Glavgalenprom.(11) However,
another source (30) indicated that Glavgalennrom (head: hf. N. Kagan) itself
became (perhaps temporarily] an independent administration, and one Kagan was
mentioned as head of Galenprom, hinistry of Health USSR.(3O)
2. Admimistration for the Production of tdedical Instruments and Medical
Equipment

This administration was to unite plants of the former Glavmedinetru-
mentprom and Glavmedoborudprom of the defunct Ministry of the Medical Industry
USSR.(11)
[Comment: Another source (30), also published after the dissolution of
the Ministry of the Medical Industry USSR, uses the abbreviation hledoborud-
prom, which presumably means "Administration for the Production of Medical
Equipment." This would seem to indicate that the former Glavmedoborudprom
maintained, at least temporarily, an independent existence as Dtedoborudprom.]
