(S) In General O'Connell's absenc have given consideration
to your proposal of 16 January 1959 for a(.oint ram to develop
a photogalvanic battery
S As a result of technical discussions between representatives
of and USASRDL, the photogalvanic battery has been included
in our FY-60 planned R&D program. Should you decide to negotiate
a contract for development of this battery prior to FY-60, I can
arrange for the assignment of a project engineer at USASRDL to assist
in the technical administration of the contract. As soon as our
FY-60 budget is finalized, determination will be made as to our
ability to participate in the funding of this development.
(U) As this is a matter of mutual interest, I would appreciate
your keeping us advised of your plans.
