At the initial meeting of the ad hoc group under the chairmanship of the State Department member on October 6, the form and content of a response to the problems posed by NSC 79 were dis- cussed and agreed upon. It was also reported that close collaboration with Budget was necessary because, when this project was assigned to CIA, Budget was already engaged in a survey of Foreign Service economic reporting and was planning a survey of the use of commodity special- ists in the Government. Accordingly, CIA and Budget agreed to exe- cute these projects jointly. The Foreign Service survey is now in draft form but the commodity specialist survey has been delayed. CIA has requested Budget to release CIA from the commitment for a joint survey in order that CIA may proceed with its project.
