Report by the Under Secretary of State (NSC 59) prepared by the

On the basis of the statement of U. S. risks and objectives with
respect to the USSR (NSC 20/4) as adopted by the Council and ap-
proved by the President, the Staff drafted specific measures re-
quired to achieve those objectives, pursuant to NSC Action No. 88-b.
In this connection, the Staff considered the views of the JSC on
military commitments, which were circulated as NSC 35 for Council
information and Staff use. Staff draft report presented to Consult-
ants January 11, 1949. Referred back to Staff for revisions in the
light of the discussion at the Consultants' meeting on January 17,
19+9. Staff request that JCS views on "military readiness" be ob-
tained for use in completing final draft of report was transmitted
to the Secretary of Defense, January 19, 1949. JCS views incor-
porated by the NSC Staff in a draft report submitted to the Con-
sultants by memo dated March 30. Concurred in by Navy and NSRB,
April 1; by Air Force, April 5; by Army, April 12. State re.conunenda-
tions regarding this project submitted by memo dated May 25 to
Council. Defense proposal with respect to State recommendations
submitted to the Council for consideration by memo dated June 21.
To be scheduled for consideration at a forthcoming Council meeting.

ANALYSIS OF POSSIBLE U. S. ASSUMPTION OF BRITISH MILITARY COMMITMENTS
Upon the informal suggestion of the Department of State, the NSC
Staff initiated, on September 22, an analysis to show which British
military commitments we might have to take over if the British gave
them up and the possible cost to us. Initial draft being prepared
by Defense. CIA Intelligence Memorandum No. 235 on "Britain's Over-
seas Military Commitments", furnished to Staff October 13, and ORE
93-49, on November 21, for consideration in connection with the sub-
ject. Awaiting Staff study.

UNITED STATES POLICY REGARDING TRADE WITH CHINA
NSC
A report by the Secretary of State, circulated to the Council for
information, has been referred at the suggestion of the Secretary
of State to the NSC Staff for preparation, as a matter of urgent
priority, of a report for consideration by the Council. Also at
the suggestion of the Secretary of State, the views of the Depart-
ment of Commerce are being obtained in connection with the Staff
study, and the Secretary of Commerce will be invited to participate
in any Council consideration of the report. Suggested State revi-
sions received December 2, and Defense draft received December 13;
both under consideration by Staff in light of approved policy in
NSC 48/2. CIA Intelligence Memorandum No. 253 on "The Effectiveness
of Control of Exports to Communist China", dated December 12, 1949,
furnished to Staff for consideration in connection with the subject.

PROVISION OF ARMED FORCES FOR THE UNITED NATIONS
Draft report on the subject transmitted by the Deputy Under Secretary

5. OTHER CURRENT PROJECTS
U. S. POLICY TOWARD GERMANY
NSC Action No. 176)
The NSC Sub-committee on Germany, established by NSC Action No. 176,
met initially on January 28, 1949, pursuant to the reference action,
approved a procedure for its activities, and designated representa-
tives as a Steering Group. It was agreed that the Department of
State would prepare for consideration by the Steering Group the first
draft of a restatement of our policy toward Germany, and that the
Steering Group should undertake concurrently the preparation of po-
sition papers on the following problems, the first four of which
should have priority over the remainder:
1. Occupation Statute for Western Germany
2. Trisonal Fusion Agreement
3. German Constitution
4. Ruhr Control Plan
5. Prohibited and Restricted Industries
6. Reparations
7. Western Germany's Long-Range Economic Program
(GARIOA and ECA)
8. Western Berlin Currency Situation
The Steering Group held 15 meetings to March 30, 1949 at which the
above subjects were discussed. These discussions were reflected in
position papers on Germany presented to the President by the Secre-
tary of State on March 31, 1949 preparatory to the meeting of the
Foreign Ministers of the United Kingdom, France and the United
States held in Washington.. Subsequent to this meeting, the position
papers, noted above, prepared by the Department of State, and the
Agreements reached by the three Foreign Ministers on April 8, 1949,
were circulated to the NSC Members by memoranda from the Executive
Secretary, subject, "The Position of the U. S. with Respect to Ger-
many", dated April 28 and 29, 1949, respectively. These were note:.
by the Council at its 39th Meeting on May 5 (NSC Action No. 212).
Preparatory to the Sixth Meetin of the Council of Foreign Ministers
in Paris, May 23 to June 20, 1949, the NSC discussed the position of
the U. S. with respect to Germany in the light of the paper by the
Secretary of State circulated to Council Members by a memo from the
Executive Secretary dated. May 16, 1949 (NSC Action No. 215). "Pol-
icy Directive to U. S. High Commissioner for Germany", memo for NBC
from Executive Secretary, dated November 18, 19)49, noted by the
Council at its 49th Meeting on December 8, 1949.
Awaiting first draft from the Department of State of a report on
U. S. policy toward Germany.

MILITARY ASSISTANCE FOR EMERGENCY NEEDS

Pursuant to par. 28 of N30 18/4, approved by the President on Novem-
ber 18, 1949, the Secretaries of State and Defense, the Chairman of
the NSRB, the Attorney General, and the Director of the Bureau of
the Budget designated representatives to assist in the preparation,
of a study on the methods by which the United States can make avail.-?
able military assistance to meet emergency needs not provided for in.
existing legislation. At a meeting of these representatives an out-
line for the study was agreed upon and drafts of certain sections
are in preparation by State, Defense and Justice. The Director of
Central Intelligence has prepared an estimate of likely contingencies
where military assistance may be requested which is not provided for
in existing legislation, together with an analysis of problems in
connection therewith peculiar to particular foreign countries or
areas. Defense initial draft circulated December 27, and State
initial draft, January 13, 1950. Awaiting draft by Justice.
JAPANESE PEACE TREATY

Pursuant to paragraph 3-d of NSC 118/2, the question of a peace set-
tlement with Japan will 'Fe presented for Council consideration at a
later date. The current views of the Joint Chiefs of Staff on this
subject circulated for Council information as NSC 60. Awaiting re-
sults of further study by State and Defense. (See also "Planning
for Limited Japanese Armed Forces", Section 3.)

the suggestion of the Secretary of State, the views of the Depart-
ment of Commerce are being obtained in connection with the Staff
study, and the Secretary of Commerce will be invited to participate
in any Council consideration of the report. Suggested State revi-

U. S. POLICY TOWARD GERMANY
f1SC Action No. 176)
The NSC Sub-committee on Germany, established by NSC Action No. 176,
met initially on January 28, 1949, pursuant to the reference action,
approved a procedure for its activities, and designated representa-
tives as a Steering Group. It was agreed that the Department of
State would prepare for consideration by the Steering Group the first
draft, of a restatement of our policy toward Germany, and that the
Steering Group should undertake concurrently the preparation of po-
sition papers on the following problems, the first four of which
should have priority over the remainder:
1. Occupation Statute for Western Germany
2. Trizonal Fusion Agreement
3. German Constitution
4. Ruhr Control Plan
5. Prohibited and Restricted. Industries
6. Reparations
7. Western Germany's Long-Range Economic Program
(GARIOA and ECA)
8. Western Berlin Currency Situation
The Steering Group held 15 meetings to March 30, 1949 at which the
above subjects were discussed. These discussions were reflected in
position papers on Germany presented to the President by the Secre-
tary of State on March 31, 1949 preparatory to the meeting of the
Foreign Ministers of the United Kingdom, France and the United
States held in Washington. Subsequent to this meeting, the position
papers, noted above, prepared by the Department of State, and the
Agreements reached by the three Foreign Ministers on April 8, 1940,
were circulated to the NSC Members by memoranda from the Executive
Secretary, subject, "The Position of the U. S. with Respect to Ger-
many", dated April 28 and 29, 1949, respectively. These were noted
by the Council at its 39th Meeting on May 5 (NSC Action No. 212).
Preparatory to the Sixth Meeting of the Council of Foreign Ministers
in Paris, May 23 to June 20, 1949, the NSC discussed the position of
the U. S. with respect to Germany in the light of the paper by the
Secretary of State circulated to Council Members by a memo from the
Executive Secretary dated May 16, 1949 (NSC Action No. 215). "Pol-
icy Directive to U. S. High Commissioner for Germany", memo for NSC
from Executive Secretary, dated November 18, 1949, noted by the
Council at its 49th Meeting on December 8, 1949. (NSC Action No. 266)
Awaiting first draft from the Department of State of a report on
U. S. policy toward Germany.

MILITARY ASSISTANCE FOR EMERGENCY NEEDS
(Memo for NBC from Executive Secretary, same subject, dated Novem-
ber 23, 1949, ref. NSC 18/4, paragraph 28)
Pursuant to par. 28 of NSC 18/4, approved by the President on Novem-
ber 18, 1949, the Secretaries of State and Defense, the Chairman of
the NSRB, the Attorney General, and the Director of the Bureau of
the Budget designated representatives to assist in the preparation
of a study on the methods by which the United States can make avail-
able military assistance to meet emergency needs not provided for in
existing legislation. At a meeting of these representatives an out-
line for the study was agreed upon and drafts of certain sections
undertaken by State, Defense and Justice. The Director of Central
Intelligence has prepared an estimate of likely contingencies where
military assistance may be requested which is not provided for in
existing legislation, together with an analysis of problems in con-
nection therewith peculiar to particular foreign countries or areas.
Defense initial draft circulated December 27, 1949; State initial
draft, January 13, 1950; and Justice initial draft, January 25.
Defense now preparing over-all draft based on the above 3 sections,
for consideration by the Committee. Awaiting over-all draft.
JAPANESE PEACE TREATY
NSC 60; XS0 4872)
Pursuant to paragraph 3-d of NSC 48/2, the question of a peace set-
tlement with Japan will 7e presented for Council consideration at a
later date. The current views of the Joint Chiefs of Staff on this
subject circulated for Council information as NSC 60. Awaiting re-
sults of further study by State and Defense. (See also "Planning
for Limited Japanese Armed Forces", Section 3.)
U. S. ECONOMIC AID TO FAR EASTERN AREAS
NSC
Memorandum on the above subject by the Under Secretaries of State
and the Army submitted for consideration by the Council, the Secre-
taries of the Treasury and Commerce, and the Economic Cooperation
Administrator of the recommendation contained therein that a work-
ing group be designated to give urgent attention to a study looking
to closer coordination of economic and military aid programs gener-
ally for Far Eastern areas. In accord with this recommendation and
with the concurrence of the President, the Secretaries of State, De-
fense, the Treasury, and Commerce, and the Economic Cooperation Ad-
ministrator were requested to designate senior representatives as a
working group to prepare such a report for consideration by the
Council, the Secretaries of the Treasury and Commerce and. the Eco-
nomic Cooperation Administrator. Awaiting designation of the
senior representatives.

NATIONAL SECURITY OBJECTIVES OF THE UNITED STATES

ject. First draft issued February 25, 1948. Further consideration

Series. Awaiting completion of a study on this subject being pre-
