CIA Director Stansfield Turner has
discovered that his purge of clandes-
tine operatives last fall-the so-called
Halloween massacre--has left the
agency with too few qualified officers
for important overseas posts. Result:
Turner has backtracked sharply on
retrenchment plans that originally
called for dismissal of 820 agents.
Top intelligence officials are con-
cerned about large-scale and rapidly
increasing theft of technical secrets
by Russian spies invading the U.S.
under cover of cultural-exchange pro-
grams. A secret report by the CIA
describing stolen secrets is said to be
several inches thick.
