The results of today's Under Secretaries' meeting on CoCom were:
1. For the HLM, the U.S. (State) will explore the possibility of:
a. an agreed minute (a summation) of the meetings,
b. a total of six people in the negotiating room
(participants would include principals plus one)
C. additional persons to be allowed to make brief presentations.
2. To ensure that the U.S. delegation speaks with one voice,
a. State will host a "dry run" meeting of U.S. participants
immediately before departure
b. everyone will get the same papers/briefing books
c. position papers will be circulated between departments.
Commerce has distributed the first draft and will coordinate
the comments. Please return your comments to Bo Denysyk by
c.o.b. Monday, January il.
3. State will draft opening remarks, summarizing the U.S. position in
1-2 pages. The draft will be circulated by c.o.b. Wednesday.,
January 6 for comment.
4. Defense will draft and circulate the "minute" of the FILM for comment.
5. NSC will forward to the President (January 5) letters that he will
send to his counterparts abroad to remind them of the importance
he places on strengthening the multilateral system of export controls.
