Attached are the extant documents from my area of responsibility
concerning photographic requirements against Cuba. The 1970 review
was the result of an exhaustive effort to bring Cuba coverage into the
modern world from all the way back to the ;post-Cuban missile crisis era.
The 1970 requirement and the January 1973 evaluation are keyed
to three main points- in priority order:
First, the maintenance of an air-borne reconnaissance
presence over the island, such that it is no major change in
policy if a flight is needed. Secondly, given the first, the
[7-2 coverage provides for quick reaction capabilities to meet
special needs as they arise -- a regular example is arrival
of Soviet naval units in Cuban ports. Third is the so-called
"standing requirement" for coverage of the island at periodic
intervals. While this dictates the general program for coverage,
it is governed in fact by the first two points.

From the DoD point of view,, this U-2 coverage has always been a
somewhat nagging chore which has tied up limited assets and resources
and there have always been pressures to, somehow, transfer this task to
satellites. The "presence" argument and "quick reaction requirement"
have always countered those moves on essentially political grounds.

MEMORANDUM FOR:
Attached is the current draft of the pro-
cedures for BUSY PILOT that we discussed. At
this stage, until final coordination, they should
be used as background for your planning. We
hopefully will have final coordination by tomorrow
with, at least DoD. The next step after that will
be to obtain some general concurrences from
Kissinger which will be handled through NIO/DCI
channels, probably in the process of his review
of the Special Report.
