DD/I felt it would be desirable to release the CIA memorandum on The Vietnamese Communists' Will to Persist to Ambassador Harriman. DD/P seconded this, and the Director agreed. Godfrey noted that he was dubious on the garding talks with the United States on Vietnam. 25X1 25X1 25X1 25X1 Kent reported on his trip to Hawaii, noting that he had been given a warm welcome by CINCPAC. He said that the SAM problem in North Vietnam was causing CINCPAC great worry since, despite a low kill ratio, the missiles have the effect of forcing the fliers to operate at such low altitudes that they become quite vulnerable to small caliber antiaircraft fire. ADD/S reported that, in the event of a strike by the Communica- tions Workers of America, the Bell and the Chesapeake & Potomac Telephone Companies, while perhaps curtailing some of the Agency's telephone services, would be able to maintain the essential services to the Agency. Warfield added along these lines that the small sit-down cafeteria in the Agency would be closed today by a lack of available help. Executive Director noted that the tight labor market resulted in a shortage of fifteen to twenty personnel in the cafeterias on almost any day. Carver advised that the Buddhists' anti-election actions would not be likely to cut the election turnout materially. He called to the Direc - tor's attention a cable from Saigon on land reform. Warner reported that Senator Mansfield's office would be in touch today on the timing of the proposed briefing by the Director on The Vietnamese Communists' Will to Persist. ADD/S&T mentioned that due to technical difficulties the KH-7 mission scheduled for tomorrow was scrubbed. He reported on the joint CIA/DOD trip to OXCART and SR-71 facilities. The Director said there will be no Morning Meeting tomorrow. The Director said that he had read with interest the ONE paper on the OXCART Cuban problem and asked that others who might be involved with this subject be sure to read it. He noted that he expected to receive a memorandum on the technical problems involved before his lunch with Secretary McNamara today. ACTIONS: L. K.
