Agency employees are requested not to leave personal belongings such as briefcases, suitcases, packages, etc., unattended in areas where they might create suspicion as to contents. Items left unattended at entrances, reception areas, hallways, restrooms, theaters, and auditorium may be found and considered suspicious and, in that case, they must be treated as if they contain an explosive device. 2. The continuing increase in bombings and threatened bombings has made it mandatory for safety personnel to carefully examine each suspect package for an explosive device. The established procedures for examining suspect packages are time consuming and expensive. 3. It is requested that all Agency employees cooperate in helping to reduce the number of suspect package incidents. FOR THE DIRECTOR OF CENTRAL INTELLIGENCE: John F.
