NOTE FOR EXECUTIVE SECRETARY:
This Directive was originally distributed by
hand to the DCI on 16 November 1977.
In compliance with the stipulation in paragraph
4-h, the Senate Select Committee on Intelligence was
briefed at 1700 on 17 November, and the House Per-
manent Select Committee on Intelligence was briefed
at 1000 on 18 November. Subsequent to these
briefings, a press background briefing was conducted
by the White House Staff at 1500 on 18 November.
