. Claim Under Federal Tort Claims Act -
1. The subject individual has filed an administrative claim under
the Federal Tort Claims Act (FTCA) against the Agency for invasion of
privacy. Among other things, the claimant alleges that the CIA directed
or engaged in the following acts against him:
a. tape recording of personal and private conversations;
b. bugging and wiretapping of his home, automobile, and
work location;
c. publication and distribution of derogatory and/or
untrue statements;
d. wrongful and illegal investigation;
e. harassment due to personal and political beliefs.
2. While the alleged acts, even if true, would appear to constitute
conduct to which the U.S. has not waived immunity under the FTCA, this
Office must be advised if they have a basis in fact. Therefore, it is. requested
that you provide this Office with any information you have pertaining to the
claimant in order that we may determine a proper course of action in the case.
