SUBJECT Monthly Report -- Panama Bureau -- February 1987
A. Key West Bureau Chiefl (visited the bureau 11-13 February STAT
to discuss Panama Bureau's experiences in handling remote monitoring
operations. This factfinding tour was to assist Key West in setting up
its first remote operation in Haiti later this year.
The visit also led to temporary resolution of Key West's aggravating
personnel shortages. Panama Bureau will provide Key West with TDY
monitors and teletypists until at least mid-August or until Key West is
able to hire needed personnel. The TDY's are to last six weeks and should
benefit Panama Bureau as well by allowing our monitors and teletypists to
gain experience in a more automated environment. The first monitorial
TDYer arrived in Key West 20 February. The first TDY teletypist is
scheduled to arrive in Key West 9 March.

A. Editorial/Monitorial
1. February was a frustrating month for the bureau in covering
Central America. We experienced periodic outages in all four remote
lines, and the Nicaragua line is still not fully operational. Although
the embassy in Managua finally received a replacement for a defective
circuit board, problems apparently remain in the line, affecting both our
operations in Managua and San Salvador. We must now depend on the
Nicaraguan national telecommunications organization, TELCOR, to resolve
the problem.

2. Maintaining monitorable reception of the Salvadoran rebel
radio station, Radio Venceremos, also proved a challenge during the
month. Monitors and boardmen have been forced to follow, and sometimes
search for, changing radio frequencies during newscasts as the station
tries to avoid apparent jamming.
3. The bureau began an experiment in "open-cluster monitoring"
during February in an attempt to encourage cooperation and dialogue among
monitors. A secondary goal is to see if such a configuration would lend
itself better to the installation of personal computer workstations,
scheduled for late this year. After reviewing monitorial feedback, we
will decide if such a configuration on a permanent basis would be in the
bureau's best interest.
B. Communications
On 23 February the bureau inaugurated its new 150-baud
communications circuit. This circuit has replaced the bureau's 75-baud
autodin circuit as the bureau's primary circuit, although the bureau still
sends and receives some traffic over the autodin circuit to avoid
confusion at the Pentagon switch and to keep the autodin circuit active.
With the new circuit, the bureau now enjoys both more efficient
communications capability and reliable backup communications.

February in Oaxaca, Mexico. We are uncertain at the moment whether the
latter action should be regarded as another promotion or a periodic step
increase. The only thing we do know is that time in grade is not a
factor.

2. Monitor Supervisor) Iwas awarded a Quality STAT
Step Increase, effective 5 January, for sustained superior performance.
Among recent accomplishments were her work in the hiring and STAT
training of new monitors and her work in overseeing the compilation of a
comprehensive glossary of Spanish legal and difficult-to-translate terms.
B. Building and Grounds
1. The bureau's emergency generator failed on 19 February, and
the Army's Department of Engineering and Housing diagnosed the problem as
a faulty voltage regulator. The voltage regulator was mailed to
Headquarters for repair on 26 February. In the meantime, the Army has
been kind enough to allow the bureau to use of one of its spare
generators.

2. As part of the bureau's effort to increase security, new signs and
road markings were created to assist bureau guards in controlling and
monitoring access to the bureau compound.
1. Key West Bureau Chiefl from 11-13 February. Because
Dave was only in Panama a short time, he was allowed access to a special
running of the world-renowned Mario Talavera Night-Time Tour of Panama,
usually reserved for only the t-level visitors. The bureau plans to
upgrade the tour this year by issuing anti-AIDS T-shirts to those who
complete it successfully. ,(~r,$
The bureau chief and Chief Technician to STAT
Managua, Tegucigalpa, Guatemala City, and San Salvador 23 February to 4
March to visit bureau remote monitoring operations and hold discussions
with embassy personnel.
1. The bureau elected its first Bus Committee during the week of 9
February to deal with issues related to the operation of the
bureau-supplied bus service. The committee, comprised of
is first tasked with revising the current bus routes.

2. I Iwon the championship trophies in the annualSTAT
U.S. Mission mixed doubles tennis tournament held 8 February. Agressive
and varied foreplay. particularly at the net, was a key factor in many of
their victories. Also representing FBIS well in the tournament was TDY
editor who. with his partner, finished fourth in the roun(STAT
robin competition.
