SUBJECT Monthly Report--Hong Kong Bureau--September 1987
1. The arrival of Ambassador Platt in the Philippines was
instrumental in launching the long-pending remote project. Following
his approval of the project, the bureau chief TDYed to Manila 15-19
September to lay the groundwork for establishing the remote. Space
was found, furniture ordered, telephone lines, including one
dedicated between the Bureau and Manila, requested and the process
for hiring a local foreign national contractor started. A 10 ft. by
20 ft. room was secured on the 4th floor of the Annex. Some
renovation work is needed, such as constructing a partition. Work
was contracted with completion scheduled for the end of October.
Permission was granted to erect long-wire and TV antennas on the
Annex roof. Personnel/Manila, on our behalf, will advertise for a
part-time local contractor. They will do a preliminary selection and
set up interviews for late October. If all goes well, the contractor
should be on board in late November. An FY-88 FAAS agreement for
embassy support for the remote was signed; charges will be nominal.
2. If the room construction, phone installation, and
applicant search remain on track, the bureau chief and regional
engineer will TDY to Manila in late October to complete equipment
installion and put the remote into operation. Equipment for the
remote will include radio receivers, a TV monitor and VCR, and a
facsimile terminal, giving the Bureau greater flexiblity in covering
the Philippines.
3. Hand in hand with the remote operation, the Bureau is
advertising for a third full-time Philippine monitor. We have
received several good applications and expect to have the monitor on
board about the time the remote is operational.
II. OPERATIONS
A. Monitorial/Editorial
1. In coordination with Okinawa Bureau, Hong Kong has
begun covering the landline XINHUA in English service for immediate

and above reportage. This new procedure was implemented when it was
realized that an immediate item on the resumption of PRC-USSR talks
was carried on the XINHUA English service received at Hong Kong hours
before it was received at Okinawa Bureau. Hong Kong Bureau is
conducting a thorough comparison of the RTT and landline services
Okinawa and Hong Kong Bureaus, respectively, receive and will be
filing the results to MOD.
2. Before the Bureau breakthrough on the Philippine
remote operation, it tested receiving phone-patches from Bangkok
Bureau of materials monitored via its ROSET, with a particular eye
toward Tagalog materials that Bangkok does not have the capability to
translate. The test proved successful. This capability will allow
for greater flexibility, and in the future speeches such as President
Aquino gave after the coup attempt during which she spoke in Tagalog
can be processed.
3. The Bureau has added to its coverage the Manila
economic daily BUSINESS STAR in English. Initial indication is that
it has a good insight into Philippine economic affairs and will help
round off coverage in this area after the demise of BUSINESS DAY.
B. Lateral Services
At the request of Shenyang Consul General-designate Gene
Dorris, the bureau began pouching one copy of our incoming/outgoing
traffic on China to the Shenyang Consulate on 15 September. The
bureau and Dorris, an avid user of FBIS products while stationed in
Hong Kong, agreed this would be the best approach given the limited
communications for Shenyang.
C. Technical
1. Preparation and modification of equipment for the
Manila remote operation is almost completed. A 6-ft. rack has been
purchased and wired. A Penril DED 1800 modem was modified to include
an alarm which will act as a call alert to the remote and as a
detector for link continuity on the dedicated line. The equipment is
due to be shipped in mid-October to Manila.
2. The Bureau project to reroute the microwave link
between the antenna field and the office awaits shipping information
on the two repeater antennas. The Bureau is still able to use its
existing microwave link due to a slow down in construction of the
hotel/office complex which will block the link.
A. Personnel
1. Headquarters approved a pay adjustment for the foreign
nationals during the month. The adjustment is retroactive to 26
April with varying percentage increases among grade levels. The

increases, based on State Department adjustments, were not as great
as the employees wished.
2. With the resignation of one teletypist and the impact
of FBA-1 on the commo unit's workload, the bureau proposed and
headquarters approved the conversion of the teletype position to a
Philippine monitor one. The applicant search is underway with
interviews and testing.
3. Processing of applicants for the two Chinese monitor
vacancies, one in August and the other at the end of September,
continue.

B. Building and Grounds
1. The bureau underwent its periodic security survey this
month. No recommendations other than on the proposed upgrade of the
vault were received.
2. Installation of additional airconditioning in the
Commo Room completed the Bureau's upgrade of its facilities in
support of the FBA-1 computers.
3. Yearend funds were used to purchase the remaining
units needed to complete the modular furniture in the large Chinese
monitors area on the 14th Floor.
